From the poorest commune of Ho Chi Minh City, thanks to the construction of the New Rural Program, Binh Loi commune (Binh Chanh district) has become one of the communes with the highest income in the city.
According to the People's Committee of Binh Loi Commune, Binh Loi Commune has completed the new advanced rural commune with 19/19 criteria. In particular, regarding the income criterion, according to the survey results of the average income per capita/year of the City Statistics Office, in 2024 it will reach 92.8 million VND/person/year, mainly from the trading of ornamental fish and yellow apricot trees.

Income of nearly 100 million VND/person/year thanks to new rural development
Currently, Binh Loi commune has a total natural area of over 1,905 hectares, with an agricultural land area of over 1,450 hectares. Yellow apricot trees are the main crop of this locality with an area of 610 hectares, the area for raising ornamental fish is over 45 hectares, and the area for raising meat fish is 98 hectares. Binh Loi commune has more than 12,300 people with 3,640 households. The commune has no more poor households according to the National poverty standards, period 2021 - 2025.
The People's Committee of Binh Loi commune said that the increase in people's income in the commune is due to the effective implementation of the project to restructure the agricultural sector, shifting the rural economic structure towards industry - services, high-tech agriculture to improve production efficiency;
In addition, the commune also performs well the tasks and policies to call for and attract investment, especially in the field of high-tech agriculture; promotes the implementation of economic development projects, increases income, shifts the labor structure; provides vocational training for rural workers, and introduces jobs for workers to establishments and enterprises in the commune and district.

In addition, the commune also strengthens guidance, creates favorable conditions, supports loans for developing industries and types of services in the area; organizes and guides people and businesses to access policies to support production and business development; propagates and replicates effective economic and technical models in the commune (greenhouses, greenhouses, etc.), effective livestock and ornamental plants, such as safe vegetable growing models, yellow apricot growing, melon growing, ornamental fish farming, etc. to increase people's income.
To help workers have regular jobs, the Commune People's Committee has coordinated with vocational schools to organize non-agricultural vocational training for rural workers. Up to now, the number of trained workers in the commune is 6,547/6,686, reaching a rate of 97.92%. The rate of trained workers with degrees and certificates is 2,868/6,686 (applicable to both men and women), reaching a rate of 42.9% (employed workers)...

Mr. Muoi Lap (Le Van Lap), a farmer who raises apricot seedlings in Binh Loi commune, said that he earns 200 million VND per year from this job.
"Honestly, growing apricot blossoms has been a lifeline for the people in the commune in the past, although other jobs are also developing. Since the commune started to build a new rural area, the commune has completely changed from life to spirit," Mr. Muoi Lap confided.
Start building a new model rural area
Recently, the Ho Chi Minh City New Rural Area Coordination Office organized a delegation to Binh Loi commune to assess and evaluate the level of achievement of the criteria for an advanced new rural commune. In particular, Binh Loi commune also requested the assessment delegation to assess additional criteria and indicators for a model new rural commune on Security and Order.

According to Chairman of Binh Loi Commune People's Committee Nguyen Pham Minh Giang, the work of protecting security, politics and social order and safety in Binh Loi Commune continues to be maintained stably before, during and after annual holidays.
In 2023 - 2024, the commune has well implemented the targets set out in the Resolution of the Commune Party Committee on leading the work of ensuring political security, social order and safety and building the movement "All people protect national security".
In 2023, the commune was recognized as meeting safety standards for security and order; there were no large gatherings of people complaining and denouncing; no citizens residing in the area committed serious crimes or caused serious accidents (traffic, fire and explosion) or more according to regulations of the Ministry of Public Security (except in cases of force majeure). At the same time, the number of crimes against social order, traffic accidents, fires and explosions was controlled and decreased compared to the previous year.

The commune has one of the models for crime prevention and control, social evils - ensuring traffic safety and order - fire prevention and fighting and rescue, and has a model using cameras to serve the work of ensuring security and order associated with the movement of the whole people to protect national security, operating regularly and effectively;
The commune is not on the list of key communes with complicated security and order issues (except communes with national and mainland borders, and island communes); the commune police collective has achieved the title of "Advanced Unit" or higher; no officers or soldiers have been disciplined from warning or higher; the force participating in protecting security and order at the grassroots level is assessed as having fulfilled its tasks or higher, and no individuals have violated discipline.
