Pedestrian overpasses were built to ensure traffic safety and reduce congestion on major roads in Hanoi. However, some bridges are being used for purposes other than their original purpose, as they have been occupied and become business locations for many small traders.

In some areas near large hospitals, such as Tan Trieu K Hospital, pedestrians wanting to get to the overpass must go through a rather arduous journey because the sidewalks are occupied for business, used as motorbike parking lots, and sometimes even block the way to the overpass.

On Giai Phong - Le Thanh Nghi street, in front of Bach Mai hospital gate, along the walkway on the pedestrian bridge, there are about 6-7 street vendors sitting everywhere, blocking the pedestrian path.

Despite the prohibition signs, every day, from around 10am to 3pm, many street vendors still set up shop in areas near pedestrian overpasses.

For more than a week now, Mr. Hai Long (Nam Dinh) has been regularly crossing the overpass to buy food for his family members who are being treated at Bach Mai Hospital. Mr. Long was upset: "Every day I pass by here, I am very annoyed by the invitations from the shops along the overpass. Every morning and noon rush hour when students finish school, there are so many people crossing here that the bridge is almost blocked because half of the road has been occupied by shops."

Many small businesses also bring mini gas stoves to prepare food for their business activities.

Sidewalks and pedestrian bridges are occupied for trading and garbage collection, causing obstruction to pedestrians, environmental pollution and loss of urban beauty.

In recent years, Hanoi has renovated, upgraded and renewed many pedestrian bridges in areas near schools, hospitals and busy intersections. Up to now, Hanoi has built 75 pedestrian bridges to help people cross the street, but many of them are "empty" of pedestrians, or are being used for the wrong purposes as above.
