Speaking with Giao Thong Newspaper reporter, Mr. Luu Tuan - an officer of Ho Chi Minh City Project Management Board (investor of Van Ninh - Cam Lo component project) said that Van Ninh - Cam Lo project through Le Thuy district has a total length of 31km.
The expressway project through Le Thuy district still has many households on the main route stuck. The contractor has not been able to complete the construction smoothly.
Currently, the locality has handed over about 30.8km of land to the investor. The remaining area is "rice and bean" land, with many constructions and houses of people who have not yet been relocated.
"The weather in Quang Binh is entering the dry season. This is the golden time for us to speed up before the rainy season comes. However, for many reasons, on the main route of the project, there are still many households that have not agreed, leading to extremely difficult construction," said Mr. Tuan.
Specifically, according to the report of the People's Committee of Le Thuy district, by July 13, the district had handed over to the Ho Chi Minh City Management Board 31.343km/31.952km, reaching 98.09%.
Of the 609m that have not been handed over (through Truong Thuy, Le Ninh and Phu Thuy communes), in addition to the problems caused by people not accepting the land handover payment, there are also many technical infrastructure systems such as low-voltage and medium-voltage power lines, BTS stations, telecommunication cable systems... that have not been relocated.
The solar power farm is located on the main route of the Van Ninh - Cam Lo project, passing through Truong Thuy commune, Le Thuy district, due to disagreement with the compensation price.
According to the leader of the People's Committee of Le Thuy district, most of these cases do not agree with the approved compensation price, so the locality will continue to mobilize and explain. If the people do not agree, a plan will be made to protect the construction or enforce it.
Support and ensure people's rights to the maximum extent
At the Bung - Van Ninh project, the section through Bo Trach district, Quang Binh province, site clearance work is being carried out more urgently than ever.
After a period of deadlock in site clearance, according to construction contractors, thanks to the close involvement and urgent on-site instructions of the leaders of Quang Binh province, the localities where the project is passing through have mobilized the entire political system from the village to district and town levels to establish working groups to clear the site and support people to relocate to resettlement areas.
The bottlenecks in previous projects that caused the contractor to "sit on hot coals" have been resolved, such as: Highway 9E overpass, cassava factory, and Mr. Dung's cow farm project.
According to the representative of contractor Cienco4, to provide maximum support to the locality for site clearance work, the contractor assigned each person and local working groups to go to each resident's house to mobilize; at the same time, arranged machinery ready to carry out the work of clearing the remaining land.
"Basically, the land on the main route that the construction unit is undertaking has been handed over. Only a few households have not yet been handed over because they are waiting for new houses in the resettlement area to be completed before handing over," he said.
The cassava factory in Bo Trach district has been relocated for construction by the contractor.
The leader of Bo Trach District People's Committee said that the expressway project through the area has a large amount of work affecting 794 households, of which 205 households must be resettled. In addition, the construction of 6 resettlement areas and 6 cemeteries also takes a lot of time and effort...
"In the district, there are only a few households that have not yet been handed over because they are building houses in the resettlement area. The contractor has provided temporary housing support, but the locality is in a rural area and there is no place to rent a house, so people have requested to temporarily not hand over the site, waiting for the new house in the resettlement area to stabilize before moving, dismantling the house and handing over the site," this person informed.
The North-South Eastern Expressway Project for the 2021-2025 period passing through Quang Binh province consists of 3 component projects with a total length of 126.43km. Of which, the Vung Ang-Bung section is about 42.95km long; the Bung-Van Ninh section is 49.93km long and the Van Ninh-Cam Lo section is 33.55km long. In addition, there are 8 intersections in the province.
