Vietnam and China agreed to control disagreements well and maintain peace and stability at sea during talks between Prime Minister Pham Minh Chinh and Premier Li Cuong.
During talks with Chinese Premier Li Qiang on the morning of June 26 in Beijing, Prime Minister Pham Minh Chinh suggested that the two sides strictly implement the high-level common perception and agreement on basic principles guiding the settlement of Vietnam-China maritime issues; respect each other's legitimate rights and interests, and resolve disputes and disagreements by peaceful means in accordance with international law.
The Prime Minister proposed promoting the effectiveness of negotiation mechanisms on maritime issues, fully and effectively implementing the Declaration on the Conduct of Parties in the East Sea (DOC), and striving to build a substantive, effective, and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.
The two Prime Ministers agreed to build a land border of peace, stability, cooperation and development, control disagreements well, and maintain peace and stability at sea.

Prime Minister Pham Minh Chinh stressed that Vietnam and China need to promote their geographical advantages and complementarities to boost substantive cooperation in all fields. He suggested that China accelerate the process of opening its market for Vietnamese agricultural and aquatic products, and create conditions for the early establishment of Vietnam Trade Promotion Offices in Chengdu, Sichuan and Haikou, Hainan.
The two leaders hoped that the two sides would coordinate to improve customs clearance efficiency, avoid congestion at border gates, and thoroughly resolve problems in a number of cooperation projects in the spirit of "harmonious benefits and shared risks", and speed up the implementation of China's non-refundable aid to Vietnam.
Prime Minister Pham Minh Chinh suggested that the two sides strengthen cooperation in the fields of finance, agriculture, transportation, environment, health, science and technology, with key issues such as cooperation in digital transformation, green growth, circular economy, and climate change response.
According to him, the two sides need to strengthen railway, road and sea connections, research and develop a number of standard gauge, high-speed railway lines connecting the two countries, soon sign an agreement on search and rescue at sea, and fully restore commercial flights.
Vietnam and China also need to cooperate in managing water resources in the Mekong - Lancang River basin, and effectively implement agreements on education, culture, tourism and people-to-people exchange.
Appreciating Vietnam's rapid economic development and dynamic business environment, Prime Minister Li Qiang stated that economic and trade cooperation between the two countries has a high level of complementarity and still has great potential.
He said China will further open its market to Vietnamese goods, especially high-quality agricultural, aquatic and fruit products, coordinate to create favorable conditions for quarantine and customs clearance of goods, and is ready to promote the resolution of institutional and policy problems, so that trade relations between the two countries continue to grow sustainably.
He also suggested that the two sides strengthen strategic connectivity, promote economic, trade and investment cooperation, especially in the fields of production, manufacturing, agriculture, and cooperate in maintaining supply chains and production chains.
China encourages its enterprises, especially large, high-tech enterprises, to expand investment in areas that are suitable to Vietnam's needs and sustainable development strategy, bringing cooperation between the two countries commensurate with the comprehensive strategic cooperative partnership.

The two Prime Ministers also agreed to maintain coordination and cooperation at regional and international forums. Prime Minister Pham Minh Chinh affirmed the consistent policy of upholding the "One China" policy, supporting China to play an increasingly important and active role in the region and the world.
The two leaders then witnessed the signing and announcement of three cooperation documents in the fields of immigration management, market surveillance, building smart border gates, and research on marine environmental management in the Gulf of Tonkin.

This is Prime Minister Pham Minh Chinh’s first official visit to China, in the context of the two countries celebrating the 15th anniversary of the establishment of the Comprehensive Strategic Partnership. According to Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, Prime Minister Pham Minh Chinh’s visit to China demonstrates the importance and determination to develop the bilateral relationship to be increasingly sustainable, stable and substantive.
The head of government will also attend the 14th WEF Pioneers Annual Meeting in Tianjin, at the invitation of WEF Founder and Executive Chairman Klaus Schwab.
