The program was launched in 2000 under Resolution 1325 of the United Nations Security Council, with two goals: to better ensure the rights of women and girls and to promote women's participation in all stages of the conflict resolution and peacebuilding process.

According to Deputy Foreign Minister Do Hung Viet, up to now, this Agenda has become an important framework, a basis for mobilizing resources, organizing actions, and supporting women in the context of conflict and crisis, thereby helping them better protect their rights and more effectively promote their role in society. Deputy Minister Do Hung Viet emphasized that throughout the history of the nation, Vietnamese women have made enormous contributions to the cause of national liberation, nation building, and creating the traditional identity of the Vietnamese people. Currently, they are also cadres, businesswomen, and female peacekeepers of the United Nations. The Deputy Minister affirmed that it is these diverse activities that have urged the Vietnamese State to prioritize promoting the role of women in maintaining international peace and security. This priority was affirmed when Vietnam first joined the United Nations Security Council in 2008-2009.

Vietnam made an important mark when it chaired the Security Council's adoption of Resolution 1889 (2009) on the role of women and girls in post-conflict situations - one of the four pillar resolutions of the Security Council's Women, Peace and Security Agenda. Vietnam is also currently the country with a high rate of female soldiers participating in UN peacekeeping operations, reaching 16%, much higher than the UN average of 4%.

The Deputy Minister emphasized that women and girls are the resources for each family and community to better prepare, respond more effectively and recover sustainably after a crisis. However, these efforts and contributions are often silent and have not been fully promoted. Therefore, Vietnam's implementation of the National Action Program on Women, Peace and Security at this time is of great significance, reaffirming Vietnam's strong commitment to the joint efforts with the international community to promote this agenda.

The consultation workshop on the draft National Action Program on Women, Peace and Security took place over two days, November 6 and 7.
