The Northern mountainous provinces transport connection project funded by the Asian Development Bank (ADB) and the Australian Government (hereinafter referred to as the Project) was approved by the Prime Minister in principle for project investment, the Ministry of Transport approved the investment project and assigned Project Management Board 2 as the Project Investor.
The project consists of 2 routes with a total length of about 200km, including: The route connecting Lai Chau with Noi Bai - Lao Cai expressway (through Lao Cai and Lai Chau provinces) with a length of about 147km; the route connecting Nghia Lo with Noi Bai - Lao Cai expressway (through Yen Bai province) with a length of about 53km.
Accordingly, this project has a route through Van Yen district with a total length of 33 km, passing through Dai Son, An Thinh, and Mo Vang communes. The total recovered area of the route is nearly 767,000 m2. The total number of affected households is 1,363 households, of which 1,344 households and 19 organizations will have their land recovered.
The project, which passes through the communes of the district, is divided into two packages, No. 9 and No. 10. Package No. 9 is 20 km long, passing through the three communes of An Thinh, Dai Son and Mo Vang, with a total recovered area of over 430,000 m2, affecting 930 households and 11 organizations. Package No. 10 is located in Mo Vang commune, with a length of 13 km, with a total recovered area of over 336,000 m2, affecting 8 organizations and 414 households.
Also in this Project, industrial technical infrastructure works were affected and relocated with a total area of 10,708.3 m2 with a route length of 30km, of which the section through An Thinh commune is 8km, Dai Son commune is 10km, Mo Vang commune is 12km. The water pipeline system, clean water line, with a length of 3km in An Thinh commune has 617 households and 3 organizations affected with a recovered area of nearly 7,000 m2.
This project does not build a concentrated resettlement area due to the local characteristics of having a large area of agricultural land that can be converted to residential land, so 100% of people whose land is recovered have submitted a request to find new residential land and receive resettlement support in cash.
Up to now, the project's roadbed clearance work has been and is being accelerated. The two localities, An Thinh and Dai Son communes, where the route passes through, have completed the land acquisition, clearance, compensation, support and have no problems with the roadbed. For the section passing through Mo Vang commune, affected organizations and individuals have prepared documents, approved compensation plans and 404 households have received compensation.
The affected industrial infrastructure works and clean water systems have been and are ensuring progress for site handover and project construction... In addition, the implementation of support according to ADB policy has been implemented methodically, fully, promptly, and to the right subjects for 148 households in An Thinh commune, 139 households in Dai Son commune and 321 households in Mo Vang commune.
In particular, during the project implementation process, Van Yen district has actively and proactively monitored and handled petitions, complaints and denunciations from organizations and individuals by issuing public notices of the decision to establish a working group and organizing public announcements of the decision to establish a team to resolve complaints and denunciations of the project; coordinating with Project Management Board 2 to resolve proposals, recommendations and complaints from people about the consequences and impacts when the road is completed...
However, during the implementation of the Project, there are still problems in compensation and site clearance in the area. Specifically, at Mo Vang, there are still 29 households with problems, of which 18 have not received compensation and support due to high-rise buildings, deep subsidence, map measurement and adjustment, and some other reasons... 51 households of Mo Vang and 14 households of Dai Son are completing the conditions and submitting support plans according to ADB policy...
In the coming time, Van Yen district will continue to coordinate with the Investor and Project Management Board 2 to focus on resolving related difficulties and problems; at the same time, it is recommended that the Investor ensure the allocation of capital in 2025 so that the District Compensation Council has a source of payment for the approved decisions in 2025.
Van Yen district will resolutely and focus on directing the authorities at all levels of the localities where the project passes through to strengthen propaganda and mobilize people to do a good job of land acquisition, compensation, and early handover of the site to the construction units to ensure the set progress to complete the project in 2025, soon put the road into operation to contribute to promoting socio-economic development, strengthening the connection of Son La, Lai Chau provinces and districts and towns in the western region of Yen Bai province with the Noi Bai - Lao Cai expressway.
