The progress of Long Thanh airport project is assessed as very slow.
The audit agency also proposed that the Government supplement the assessment of how adjusting the project preparation and implementation time to "until the end of 2024", instead of completing before 2021 as in the previous resolution, will affect the time and roadmap for implementing phase 1 of the project (according to Resolution 94/2015/QH13, phase 1 of the project will be completed by the end of 2025).
At the same time, the Government is requested to direct the inspection and review to clarify the adjustment and implementation of the project contents when they have not been decided by competent authorities. If there is any negativity, corruption, personal gain or reduction in project efficiency, waste of resources, it is requested to strictly handle according to the provisions of law.
Assessing the specific progress of the 4 component projects, according to the Economic Committee, for component project 1, the capital allocation work of ministries and Dong Nai Provincial People's Committee is still slow.
Project components 2 and 3 basically ensure progress as planned. The Ministry of Transport and aviation units identified the air traffic control tower and passenger terminal as the two “critical paths” of the project.
The Government, the Ministry of Transport, and the State Capital Management Committee have directed the Vietnam Airports Corporation (ACV) and the Vietnam Air Traffic Management Corporation (VATM) to focus resources to speed up progress and ensure the overall exploitation progress of the entire project.
Component project 4, Dong Nai Provincial People's Committee has completed site clearance to hand over and grant land use right certificates to Southern Airports Authority.
The construction of a closed fence for the 5,000-hectare area has been completed in 7.6 km in phase 1, out of a total of about 30 km in the 5,000-hectare area. However, for the fence line in the area of phase 2, because the land has not been allocated (due to the lack of an investment project according to the provisions of the 2013 Land Law), there is not enough basis for construction, leading to difficulties in managing the recovered area.
A part of the land area in phase 2 has not yet been priced, compensation, support and resettlement plans have been made. A part of the people are waiting for the resettlement lottery, their current life is facing many difficulties due to the impact of excavation and leveling (dust, flooding when it rains...).
The Economic Committee recommends that the Government direct relevant ministries and branches to promptly issue appropriate policies to help investors proactively balance their budgets and develop appropriate disbursement plans, minimizing the impact of fuel and material prices on investment costs for construction of component projects.
Early research and implementation of the project to expand the highway connecting Long Thanh airport with Ho Chi Minh City to ensure traffic connection when the airport is in operation.
The implementation of the second phase of leveling, especially the T3 terminal project after the first phase of Long Thanh airport comes into operation, will greatly affect flight safety (because the leveling construction will generate dust, limiting visibility and endangering aircraft during takeoff and landing). Therefore, it is recommended that appropriate solutions be proposed soon.
In particular, the appraisal agency proposed to study and complete the dossier to submit to the National Assembly for consideration and adjustment of the investment policy of Long Thanh airport project if necessary. Especially regarding the implementation time of phase 1 project to promptly remove difficulties and obstacles. For component projects that are behind schedule, it is necessary to clarify the responsibilities of relevant agencies and units.
