On December 14, 2023, the Government Office issued Notice No. 519/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting with the Vietnam Association for Supporting Families of Martyrs. Accordingly, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of the Association in the past time.

Since its establishment, the Association has operated on the principles of voluntariness, financial autonomy, compliance with Vietnamese law and the Association's Charter, always accompanying the Party and State in implementing activities to repay the heroic martyrs and their families; actively supporting the work of collecting and searching for information on martyrs' remains and supporting DNA identification to identify the remains of martyrs with missing information; actively calling for socialization and mobilizing social resources to support martyrs' families in difficult circumstances; propagating and educating the younger generation about gratitude towards those who have contributed to the revolution; actively participating in proposing solutions to implement regimes and policies for heroic martyrs and their families with many practical and effective results, demonstrating the noble gesture, forever shining the morality of "When drinking water, remember its source", "Repaying gratitude" of our nation.
In the coming time, the Association is requested to promote the achieved results, continue to be proactive, and prioritize the good performance of gratitude work. It is requested that ministries, branches, and localities, according to their assigned functions and tasks, continue to pay attention to coordinating and creating favorable conditions for the Association to operate and well implement the Association's principles, purposes, functions, and tasks.

Regarding the Association's recommendations on the proposal to establish the "Fund to Return the Name to Anh", the Association researched and adjusted the name of the Fund accordingly; reviewed and clarified the principles, purposes, scope, fields of operation, funding objects, and financial mechanisms according to Decree No. 93/2019/ND-CP dated November 25, 2019 of the Government regulating the organization and operation of social funds and charity funds, ensuring no duplication in functions and tasks of relevant agencies and organizations according to the provisions of law. The Ministry of Home Affairs was assigned to preside over and coordinate with relevant ministries and agencies to guide the Association on the procedures and documents for establishing the Fund, ensuring compliance with legal provisions.
Regarding the proposal to establish an Association in localities: Support the establishment of an Association to Support Families of Martyrs in localities if the conditions for establishment are met according to the provisions of law. The authority, order, records, and procedures shall comply with the provisions of law on associations. Regarding creating favorable conditions for the Association to access and collect biological samples of martyrs' remains at martyrs' cemeteries to serve DNA identification, the Ministry of National Defense shall promptly issue a procedure for identifying the remains of martyrs with missing information, in which special attention shall be paid to regulations on collecting biological samples of martyrs' remains at martyrs' cemeteries to serve DNA identification.
The Ministry of National Defense coordinates with the Association in receiving and sharing information on searching for and collecting martyrs' remains that are missing information; supports and facilitates the Association in carrying out a number of tasks of searching for and collecting martyrs' remains. Requests the Ministry of Labor, War Invalids and Social Affairs to complete the development of technical and economic norms and unit prices for public services of DNA identification of martyrs' remains in the first quarter of 2024. Regarding the proposal to allow the Association to expand foreign relations with the United States Institute of Peace, Harvard University, and US Veterans Associations, the Ministry of National Defense shall preside over and coordinate with the Ministry of Foreign Affairs and relevant ministries and agencies to research and promote the implementation of this activity in accordance with the provisions of relevant laws and within the framework of the Memorandum of Understanding signed with the United States on cooperation in searching for and collecting the remains of Vietnamese soldiers who died or went missing during the war.
