In a Telegram post, Governor Veniamin Kondratyev called the attack "large-scale" but did not provide further details.
In addition, Russia's SHOT news channel also reported that Ukraine attempted to attack the Ilsky oil refinery and that drone debris caused a fire there.
Ukraine has not yet responded to the incident.
The country has previously claimed to have carried out attacks inside Russian territory targeting infrastructure vital to Moscow's conflict efforts.
The Ilsky refinery, with a capacity of about 138,000 barrels per day, has been the target of multiple attacks from Ukraine since 2023, as Kiev stepped up drone attacks on Russian energy infrastructure.
Earlier, Ukrainian Prime Minister Denys Shmyhal said on February 16 that Russia had attacked a thermal power plant in Mykolaiv, southern Ukraine, leaving at least 100,000 people without heating as temperatures dropped below freezing.
Russia attacked Ukraine with 143 drones overnight. However, the Ukrainian military reported shooting down 95 of them, while 46 failed to reach their targets thanks to electromagnetic countermeasures that disrupted the attacks.
President Zelensky once again called on Western allies to provide more air defense systems to Kiev, as Russia currently controls 20% of Ukraine's territory and continues to launch attacks in the east of the country.
Mr. Zelensky also cited data showing that, over the past week, Russia has dropped about 1,220 bombs from the air, deployed more than 850 drones and launched more than 40 missiles into areas controlled by the Ukrainian government.
Russia has not yet given any response.
