The Provincial People's Committee requests the Provincial Police, the Department of Justice, the Department of Information and Communications and relevant agencies and units to urgently carry out specific tasks to ensure the pilot issuance of Criminal Record Certificates via the VNeID application from October 1, 2024 in the province.
Specifically, the Department of Information and Communications urgently connected the provincial administrative procedure settlement information system with specialized software of the Ministry of Justice and the Ministry of Public Security under the direction of the Provincial People's Committee and the Ministry of Public Security.
The Department of Information and Communications and the Department of Justice shall study and implement Procedure No. 570 of the Ministry of Justice - Ministry of Public Security on piloting the issuance of Criminal Records on the national identification application VNeID to organize implementation in the province. At the same time, immediately send a personnel focal point (clearly stating position, title, and tasks) to the Provincial Police to synthesize and coordinate in organizing and implementing the task.
The Department of Justice shall preside over the organization of training for officials and civil servants under its authority and coordinate with the Provincial Police to propagate and guide citizens in registering and processing applications for Criminal Record Certificates via the VneID application. Preside over and review the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee to organize implementation and guide and urge agencies, units and localities in organizing implementation to ensure the required progress.
The Provincial Police shall take the lead in synthesizing the list of cadres and civil servants of the province and urgently send it to the Ministry of Public Security (through the Department of Administrative Police for Social Order) for implementation; coordinate in performing the task of connecting the system according to the schedule planned by the Ministry of Public Security in Official Dispatch No. 3123 dated September 12, 2024. Take the lead and coordinate with agencies, units, and localities to promote propaganda and guidance on the use of applications on VneID and the "Instructions for using the mobile subsystem for citizens" issued by the Department of Administrative Police for Social Order.
