Orientation of structure, arrangement and consolidation of specialized agencies under the Provincial People's Committee corresponding to the arrangement of Ministries at the Central level as follows:
Merge the Department of Planning and Investment and the Department of Finance. Regarding the name of the Department after the merger: Department of Economics and Finance. The Department of Economics and Finance will receive the original functions and tasks of the two Departments before the merger.
Assign the Department of Finance to work with the Department of Planning and Investment to advise on the Project of arrangement and consolidation.
Merge the Department of Transport and the Department of Construction. The name of the Department after the merger: Department of Construction and Transport.
The Department of Construction and the Department of Transport shall receive the functions and tasks of the two Departments as they were before the merger. The Department of Transport shall work with the Department of Construction to advise on the arrangement and merger project.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Regarding the name of the Department after the merger: Department of Agriculture and Environment.
The Department of Agriculture and Environment shall receive the functions and tasks of the two Departments as they were before the merger. The Department of Agriculture and Rural Development shall be assigned to work with the Department of Natural Resources and Environment to advise on the project of arrangement and merger.
Merge the Department of Information and Communications and the Department of Science and Technology. Regarding the name of the Department after the merger: Department of Science, Technology and Communications.
The Department of Science, Technology and Communications shall take over the functions and tasks of the two Departments as they were before the merger. The Department of Science and Technology shall work with the Department of Information and Communications to advise on the project of arrangement and merger.
Merge the Department of Culture and Sports and the Department of Tourism. Regarding the name of the Department after the merger: Department of Culture, Sports and Tourism.
The Department of Culture, Sports and Tourism shall take over the functions and tasks of the two Departments before the merger. The Department of Culture and Sports shall be assigned to work with the Department of Tourism to advise on the project of arrangement and merger.
Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs. Regarding the name of the Department after the merger: Department of Home Affairs and Labor.
The Department of Home Affairs and Labor performs the function of advising and assisting the Provincial People's Committee in state management of the field of Home Affairs and receives functions and tasks on labor, wages, employment; meritorious people, occupational safety and hygiene, social insurance, and gender equality.
Assign the Department of Home Affairs to work with the Department of Labor - Invalids and Social Affairs to advise on the Project of arrangement and consolidation (after transferring some functions and tasks to the Department of Education and Training, Department of Health, and Ethnic Committee), and at the same time, coordinate with the Ethnic Committee to transfer the functions, tasks, and organizational structure of the Religious Committee under the Department of Home Affairs to the Ethnic Committee.
Transfer and receive some functions and tasks between specialized agencies under the Provincial People's Committee as follows:
The Ethnic Committee receives the functions, tasks, and organizational structure of the state management advisory apparatus on religion from the Department of Home Affairs; receives the functions and tasks of advising on poverty reduction from the Department of Labor - Invalids and Social Affairs; and changes its name to the Ethnic Committee - Religion.
The Ethnic Committee together with the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs consulted on the arrangement and reception project.
The Department of Health receives the functions, tasks, and organization of the state management staff on social protection, children, and prevention and control of social evils; manages and uses the Children's Protection Fund according to regulations transferred from the Department of Labor - Invalids and Social Affairs; coordinates with the Provincial Party Committee's Organization Board to advise on the task of monitoring and managing the health of provincial officials (after the end of the activities of the Provincial Cadre Health Care and Protection Board). The Department of Health, together with the Department of Labor - Invalids and Social Affairs, advises on the Project of arrangement and reception.
The Department of Education and Training receives the functions, tasks, and organization of the state management advisory apparatus on vocational education transferred from the Department of Labor - Invalids and Social Affairs. The Department of Education and Training is assigned to work with the Department of Labor - Invalids and Social Affairs to advise on the arrangement and reception project.
The Department of Industry and Trade receives the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganizes it into the Market Management Department under the Department of Industry and Trade. The Department of Industry and Trade is assigned to coordinate with the Ministry of Industry and Trade to advise on the arrangement and reception project.
