In the report of the Ministry of Transport sent to the State Steering Committee for important national projects and works, key to the transport sector, the North-South Expressway project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section proposed by the investor is being appraised by Binh Phuoc province for the pre-feasibility study report, expected to approve the investment policy this June.
Previously, in Document No. 658/TTg-CN dated July 22, 2022, the Prime Minister assigned the People's Committee of Binh Phuoc province to act as the competent State agency. Binh Phuoc province has approved the Vingroup-Techcombank Joint Venture as the investor proposing the project.
Implementing the direction of the Prime Minister, the People's Committee of Binh Phuoc province has proposed an investment plan for the Gia Nghia-Chon Thanh expressway project under the form of public-private partnership (PPP).
Accordingly, the project is about 128.8km long, passing through Binh Phuoc province (101km) and Dak Nong province (27.8km), with a complete investment scale of 4 lanes, a roadbed width of 24.75m, and one-time site clearance according to the approved planning scale (6 lanes, roadbed width of 32.25m).
Regarding the route direction, the starting point of the route is from Km1915+900 of National Highway 14, where the route goes to the left of National Highway 14 in Nhan Co commune, Dak R'lap district, Dak Nong province. The end point of the route is from the intersection with Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, building a new open section of about 2km long connecting with Ho Chi Minh road, Chon Thanh-Duc Hoa section.
The total preliminary investment of the project is about 25,987 billion VND, of which construction cost is 16,609 billion VND; site clearance cost is 4,640 billion VND; consulting project management cost and other costs are 996 billion VND; contingency cost is 2,484 billion VND; interest expense during construction period is 1,258 billion VND.
The People's Committee of Binh Phuoc province estimates that the State capital participating in the project will be about VND9,987 billion (accounting for about 38.43% of the total investment), of which the central budget is about VND5,987 billion and the local budget is about VND4,000 billion. The investor's mobilized capital is VND16,000 billion (accounting for about 61.57% of the total investment, the project's payback period is about 21 years and 4 months.
After the completion of the Gia Nghia-Chon Thanh section of the North-South Expressway project, the travel time from Dak Nong province to Binh Phuoc province to Ho Chi Minh City will be shortened, while facilitating connections to Long Thanh international airport and Cai Mep-Thi Vai port (Ba Ria-Vung Tau province); creating a breakthrough for the region in socio-economic development, attracting investment and ensuring national defense and security.
