Joint Statement between Vietnam and Brazil

(Chinhphu.vn) - The Government Portal respectfully introduces the full text of the Joint Statement between the Socialist Republic of Vietnam and the Federative Republic of Brazil on the occasion of the State visit to Vietnam by Brazilian President Luiz Inácio Lula da Silva.

1. At the invitation of President of the Socialist Republic of Vietnam Luong Cuong, President of the Federative Republic of Brazil Luiz Inácio Lula da Silva paid a State visit to Vietnam from March 27-29, 2025.

2. During the visit, the Brazilian President held talks with President Luong Cuong, met with General Secretary To Lam, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.

3. President Luong Cuong and President Luiz Inácio Lula da Silva discussed the recent political, economic and social situations of each country, exchanged ideas on effectively implementing the Vietnam-Brazil Strategic Partnership framework, and shared views on international and regional issues of mutual concern.

4. President Luiz Inácio Lula da Silva highly appreciated Vietnam's great socio-economic achievements in recent decades with the Doi Moi process and acknowledged Vietnam's increasing foreign position in the international arena. President Luong Cuong congratulated Brazil on its achievements in promoting sustainable development while prioritizing social inclusion and contributing to the consolidation of peace, stability and cooperation at the regional and international levels.

5. The two leaders emphasized the historical significance of the "Joint Statement on Upgrading the Strategic Partnership between Vietnam and Brazil" announced on November 18, 2024 in Rio de Janeiro. The two sides emphasized that the Strategic Partnership is based on the foundation of more than 35 years of diplomatic relations and expresses the common aspiration to strengthen bilateral relations through dialogue and mutually beneficial cooperation. They highly appreciated the Strategic Partnership as a symbol of the strong friendship between Vietnam and Brazil, the common values ​​and principles of international relations, especially the protection of peace, respect for the law and cooperation for mutual development.

6. The two sides welcomed the signing of the Action Plan to implement the Strategic Partnership for the period 2025-2030, including six main pillars: (i) Politics, defense, security and global challenges; (ii) Economy - trade and investment; (iii) Science - technology and innovation; (iv) Climate change and environment; (v) Education, culture, sports, tourism and people-to-people diplomacy; (vi) Consular and community support. The two leaders believed that the implementation of the objectives stated in the Action Plan would bring the Strategic Partnership to comprehensive and substantive development; actively contribute to the development cause as well as serve the interests of the people of the two countries.

7. The two leaders highly appreciated and witnessed the signing and exchange of other cooperation documents including: Agreement on Exchange of Confidential Information, Agreement on Employment with Income for Relatives of Diplomats, Memorandum of Understanding on Establishment of Working Group for Promoting Trade and Industrial Cooperation between the Ministry of Industry and Trade of Vietnam and the Ministry of Development, Industry, Trade and Services of Brazil. At the same time, they directed relevant ministries and branches to continue negotiating and signing in the coming time agreements on investment facilitation, judicial and legal cooperation and cyber security in the coming time. The two leaders also highly appreciated the signing of the Memorandum of Understanding between the Vietnam Football Federation (VFF) and the Brazilian Football Confederation (CBF).

8. The two leaders highly appreciated the results of the Vietnam-Brazil Economic Forum held on the occasion of the visit with the participation of President Luiz Inácio Lula da Silva and Prime Minister Pham Minh Chinh, government and business leaders of the two countries.

9. Recognizing that economic cooperation is an important pillar of bilateral cooperation and acknowledging that there is still much potential for further development, the two leaders agreed to work together towards the goal of increasing bilateral trade to 15 billion USD by 2030. The two leaders also agreed to continue efforts to diversify trade between Vietnam and Brazil. In this regard, the two sides appreciated the huge business opportunities in the fields of animal protein and aircraft.

10. President Luiz Inácio Lula da Silva expressed his gratitude for the decision of the Government of Vietnam to open its market to Brazilian beef. The President informed the Brazilian government of the decision to lift the ban on tilapia and open the Brazilian market to certain types of shrimp, in accordance with international standards. Regarding tra and basa fish, the Brazilian government committed to conducting a technical assessment as soon as possible. The two leaders welcomed the opportunities for cooperation in the civil and military aircraft industry and encouraged EMBRAER and its Vietnamese partners to continue cooperation on aircraft procurement and investment. The two leaders agreed to assign their ministers to follow up to achieve early results on these topics.

11. Taking into account Vietnam's progress in economic reform and international integration, and based on the interest of both sides in strengthening economic cooperation, President Luiz Inácio Lula da Silva announced Brazil's decision to recognize Vietnam's market economy status.

12. The two leaders reaffirmed their interest in expanding economic relations between Viet Nam and the Southern Common Market (Mercosur), of which Brazil is a member. As the rotating chair of Mercosur in the second half of 2025, Brazil is ready to discuss a balanced and mutually beneficial framework for this purpose, in line with the economic policies of both parties.

13. The two leaders emphasized the potential for scientific and technological cooperation between Vietnam and Brazil, the importance of expanding the partnership in research, development and innovation to promote sustainable development and improve the quality of people's lives. The two sides welcomed the strengthening of cooperation between the two countries' Ministries of Science and Technology and looked forward to further cooperation with the first meeting of the Joint Committee on Science, Technology and Innovation scheduled to be held in the fourth quarter of 2025 in Brasilia. Among the priority topics of mutual interest, the two sides emphasized the fields of digital transformation, innovation, biodiversity, biotechnology, nanotechnology and photonics.

14. The two leaders agreed to maintain dialogue on bioenergy, renewable energy and other initiatives that can support the energy transition and reduce inequality between countries.

15. President Luong Cuong congratulated Brazil on the successful outcome of the G20 Summit in Rio de Janeiro in November 2024; reaffirmed support for Brazil's initiatives within the framework of the Alliance against Poverty - of which Brazil is a founding member, and committed to joint efforts to eradicate hunger in line with the goals of the 2030 Agenda for Sustainable Development. Vietnam also highly appreciated Brazil's priorities on health, trade, investment and finance, climate change, artificial intelligence governance, reform of the multilateral peace and security system and the development of BRICS institutions during Brazil's tenure as the rotating BRICS Chair. Brazil highly appreciated Vietnam's contributions to global efforts on sustainable development, demonstrated through the organization of the 4th Summit of the Partnership for Green Growth and the Global Goals (P4G) in April 2025.

16. The two leaders reaffirmed their countries’ commitment to multilateralism, full respect for the United Nations Charter, international law and the independence, sovereignty and territorial integrity of States. They stressed the value of dialogue and cooperation in regional, inter-regional and global mechanisms and pledged to enhance coordination and mutual support on issues of common concern. The two leaders expressed their support for ASEAN’s central role in regional affairs and agreed to explore ways to enhance cooperation between Southeast Asia and South America as well as between relevant regional organizations such as ASEAN and MERCOSUR. They reaffirmed their support for further strengthening of South-South cooperation.

17. The two leaders reiterated the urgent need to reform global governance to promote stronger and more meaningful participation of developing countries in decision-making bodies, and to better integrate them into the current geopolitical realities. On the occasion of the 80th anniversary of the United Nations in 2025, they supported a comprehensive review of the United Nations Charter, with a view to equipping it with the necessary tools to face the growing challenges of the 21st century.

18. In addition, the two leaders also stressed the urgency of reforming the United Nations Security Council, including expanding the number of permanent and non-permanent members to increase the presence of developing countries from under-represented or under-represented regions such as Africa, Asia-Pacific and Latin America, so that the Security Council becomes more representative, legitimate and effective. President Luong Cuong reaffirmed Vietnam's support for Brazil's aspiration to have a permanent seat on the reformed Security Council. President Lula da Silva thanked President Luong Cuong for Vietnam's continued support.

19. The two leaders affirmed their commitment to the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), which is the international instrument that provides the legal framework for all maritime activities at the national, regional and global levels. They stressed the importance of resolving disputes in international relations by peaceful means in accordance with international law, in particular the Charter of the United Nations and UNCLOS 1982.

20. The two leaders agreed that climate change is one of the greatest challenges of our time. They stressed that addressing the climate crisis requires progress towards sustainable development, increased action by all actors in society and the mobilization of all human resources to address structural inequalities within and between countries, and to pave the way for a just transition towards low-carbon and climate-resilient societies. The two sides reaffirmed their commitment to the United Nations Framework Convention on Climate Change and agreed on the need to cooperate in pursuing the long-term goals and objectives of the Paris Agreement. Vietnam highly appreciated Brazil's decision to host the 2025 United Nations Climate Change Conference (COP30) in Belém.

21. The two leaders welcomed the unanimous adoption by the United Nations General Assembly of the United Nations Convention against Cybercrime. President Luiz Inácio Lula da Silva highly appreciated Viet Nam's decision to host the signing ceremony of the Convention in 2025 in Hanoi.

22. President Luiz Inácio Lula da Silva thanked President Luong Cuong and the Vietnamese leaders for their thoughtful and respectful reception, which demonstrated the importance of the Vietnam-Brazil strategic partnership as well as the special affection between the leaders and people of the two countries. President Luiz Inácio Lula da Silva respectfully invited President Luong Cuong and the Vietnamese leaders to visit Brazil at a time convenient for both sides. President Luong Cuong and the Vietnamese leaders happily accepted the invitation./.
