The Ministry of Transport has just issued Circular 11/2024 regulating the price of vehicle registration services for vehicles exempted from first-time inspection and the service of reprinting inspection certificates and inspection stamps.
Accordingly, cars that are exempted for the first time when coming to the inspection centers to submit documents to complete vehicle registration procedures must pay a fee of 46,000 VND/vehicle.

For the service of reprinting inspection stamps and inspection certificates, the centers are charged 23,000 VND per vehicle/time. This fee is equal to 50% of the price for creating vehicle records.
The above service price includes the cost of organizing the collection of fees for issuing certificates of technical safety inspection and environmental protection for motor vehicles but does not include added value according to the provisions of law.
According to current regulations, newly purchased individuals are exempted from the first inspection , for a period of two years. However, vehicle owners must bring their documents to the vehicle registration center to complete the vehicle registration procedures, not having to bring the vehicle to the inspection line as before.
According to the Department of Vehicle Registration, in 2023, there will be about 500,000 cars exempted from first-time inspection. In the past, due to the lack of regulations on collecting vehicle profile service fees, service fees for issuing inspection stamps and inspection certificates for vehicles exempted from first-time inspection, it has caused disadvantages for inspection units. Because these centers still have to arrange human resources, machinery and equipment to serve the vehicle profile creation, printing certificates and issuing inspection stamps to people.
The above Circular of the Ministry of Transport takes effect from June 15.
