In July 1992, the Chairman of the Council of Ministers decided to establish the Chief Architect regime in Hanoi and Ho Chi Minh City. In 2002, implementing the orientations of Resolution 15 of the Politburo, the Office of the Chief Architect was decided by the Prime Minister and the City People's Committee to be organized into the Hanoi Department of Planning and Architecture, demonstrating the attention and expectations of the Party and State leaders for the planning and architecture sector in the construction and development of the Capital.
Contribute to building a modern and civilized city
More than 30 years of establishing the Office of Chief Architect and 20 years of establishing and developing the Hanoi Department of Planning and Architecture are also the period of the strongest urban development of the Capital associated with the implementation of the Master Plan for Capital Construction according to Decision 108/QD-TTg in 1998; expanding administrative boundaries in 2008 and the Master Plan for Capital Construction to 2030, vision to 2050 according to Decision 1259/QD-TTg in 2011.
This was also the period when the new, modern appearance of the Capital was gradually formed, and the ideas and foundations of architectural planning in approved planning projects gradually became reality.
Hanoi today is a city of wide boulevards, beltways, elevated roads, and river bridges; urban railways that have been and will be put into operation; high-rise buildings, commercial centers, and international-class hotels; smart, modern, high-quality urban areas compared to the region and the world; newly built green lake parks, the National Convention Center, the Hanoi Museum, the Museum of Ethnology, the National Assembly Headquarters, the History Museum, etc. are becoming familiar to the people of the capital.
In addition, the preservation and promotion of the value of ancient and traditional urban and rural spaces are increasingly focused on. The walking space around Hoan Kiem Lake has become a place for weekend cultural and community activities for many Hanoians and tourists... Hanoi is striving towards a Green - Cultural - Civilized - Modern and sustainably developed urban area.
The strong development of Hanoi today is the contribution of many levels and sectors, including the significant contribution of generations of dedicated planners and architects. Since its inception, many generations of cadres have been and are continuing to contribute to the field of architectural planning of the capital.
Many large urban and rural planning projects have been established, approved and implemented in practice such as: the general planning for the construction of the Capital (1998, 2011); urban infrastructure network planning; detailed planning of districts (1998 - 2011); dozens of zoning plans in the central urban area and satellite urban areas, general planning of Hoa Lac, Son Tay, Xuan Mai, Soc Son, Phu Xuyen urban areas and towns; zoning plans of the Red River and Duong River; management regulations; construction projects, renovation and embellishment of the area around Hoan Kiem Lake, old collective housing areas; Hanoi urban development program; projects to build bridges over the Red River: Nhat Tan, Tu Lien, Thanh Tri, Tran Hung Dao, etc.
In particular, the planning and architecture sector has also contributed many practical opinions to the development of laws such as: Capital Law, Planning Law, Urban and Rural Planning Law, Urban Development Management Law, Law amending laws under the Planning Law, Land Law (amended), Investment Law (amended), Construction Law (amended), Housing Law, etc. and decrees and circulars guiding their implementation.
Affirming the pioneering role
In the political reports of the Hanoi Party Committee presented to the National Party Congresses, the city always puts urban and rural planning management in the top priority position and always sets out the requirement to research and implement one step earlier to fully promote the potential and strengths of the capital.
It can be said that over the past 30 years, major tasks related to planning, construction and development of the Capital have involved the Chief Architect's Office, the Department of Planning and Architecture and the Hanoi Institute of Construction Planning with a sense of responsibility and high professional qualifications, in conjunction with professional association activities (Urban Development Planning Association; Association of Architects) and universities, scientists, experts, etc. to promote internal strength, supplement new energy sources for professional and management activities, and link regulations and practices.
With the direction of the City Party Committee, People's Council and People's Committee, each sector has its own characteristics and requirements to implement the Capital Law 2024. The planning and architecture sector has focused highly and contributed significantly to implementing major issues and tasks such as: Planning Hanoi Capital for the period 2021 - 2030, vision to 2050; Adjusting the Master Plan of Hanoi Capital to 2045, with a vision to 2065 and the Hanoi Urban Development Program to 2035, in accordance with Resolution No. 06-NQ/TW dated January 24, 2022 and Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo, focusing on: improving the quality of planning work, strictly implementing planning discipline and planning management, ensuring publicity, transparency, having a strategic vision, breakthrough thinking, both promoting existing potential and advantages, and creating new resources, space and development momentum for the Capital, harmoniously and reasonably connecting, contributing to promoting the development of other localities in the region and the whole country; The focus is on the Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Adjustment of the Capital Construction Master Plan to 2045, with a vision to 2065.
The development goals and tasks set for the Capital in the new period, especially related to the planning and architecture sector, are to contribute to the urban and rural development of the Capital in a green, smart, modern and unique direction; focus on forming a number of new growth poles; gradually create urban clusters, satellite cities, and models of urban development oriented towards transport (TOD) with specific programs and plans.
Entering a new stage of development and receiving the attention and expectations of the Party and State leaders, we believe that the planning and architecture sector of the Capital will continue the tradition with a broad vision, contributing more to the cause of building and developing the Capital with creative thinking and action, pioneering innovation, quickly overcoming existing problems and limitations and confidently entering the New Era - the Era of national growth.
