Circular 24/2023/TT-BCA of the Ministry of Public Security, effective from August 15, has many new points regarding the process of granting, registering, and revoking license plates for cars and motorbikes. Accordingly, license plates for cars and motorbikes will be granted and managed according to the identification code of the vehicle owner.

The market for transferring used cars with beautiful license plates is bustling.
The closer the new regulations come into effect, the hotter the market for buying and selling vehicles with nice license plates becomes. A long-time player of nice license plates, Mr. Do Trung Hieu, residing in Go Dau district, said that his vehicle collection currently has many vehicles with nice license plates of the “three-of-a-kind” type. In recent days, he has received many calls to bid for license plates, but he is still waiting to see what the new regulations are specifically, then making a decision.
According to Mr. VQH, a motorbike trader in Hoa Thanh town, the demand for "hunting" for motorbikes with nice license plates to transfer ownership before the new circular officially takes effect is increasing day by day. On discussion forums, the buying and selling of motorbikes with nice license plates is also becoming more active. Old motorbikes with nice license plates are the most sought after. Even auctions for nice license plates are held online on forums.
Mr. TV, who is looking for a car with a beautiful license plate number of the “five-of-a-kind” or “progressive number” type to register before Circular 24/2023/TT-BCA takes effect, said: “Using a car with a beautiful license plate number makes me feel more confident and proud. I am willing to spend more money than the value of the car to have a beautiful license plate number that will follow me for life.”
According to some people who have a hobby of collecting beautiful license plates, currently, on the trading floors of motorbikes and used cars, there are many cases of selling beautiful license plates at high prices. However, buyers should also be careful in transactions, should not transfer deposits in advance because some subjects can use photoshop techniques to edit license plates or trick people into accepting deposits and then disappearing.
Having been scammed out of 2 million VND in deposit for a motorbike with a pretty “progressive number” license plate, Mr. Q, a resident of Chau Thanh town, said that around mid-July, he was surfing social media and saw a post selling a SH motorbike with a pretty number plate. He was quite satisfied with it, so he texted the seller.
Due to work, he made an appointment with the seller to come back in about 2 days to complete the paperwork, but the seller asked him to deposit 10 million VND in advance to hold the car, otherwise he would sell it to someone else. After reaching an agreement, Mr. Q transferred 2 million VND in deposit to the seller in advance.
After receiving the money, the seller deleted the car sale post and blocked contact with Mr. Q. According to Mr. Q, the deposit was not large but it was a lesson for him. He recommends that people who are interested in collecting beautiful license plates should go to the place to examine it, and only transfer money when signing the sales contract at the notary office.

Things to know about vehicle identification plates
“Is the identification number plate the personal identification code of the vehicle owner?”; “How many plates can each person register?”; “When selling a vehicle, can the identification number plate be kept?”... are questions people have about the new regulations in Circular 24/2023/TT-BCA.
Lieutenant Colonel Nguyen Thi Hanh - Deputy Head of the Traffic Police Department, Provincial Police said that the identification number plate is a vehicle number plate issued and managed according to the vehicle owner's identification code; with symbols, plate series, size of letters and numbers, and plate color according to the provisions of Circular No. 24.
To put it simply, the identification number plates are still issued the same as before, but the management is different (the license plate will be managed according to the identification code of the person who issued the license plate). Circular 58/2020/TT-BCA stipulates that the license plate is attached to the vehicle; while Circular 24/2023/TT-BCA stipulates that the license plate is attached to the person (the identification code of the vehicle owner).
Regarding vehicle management by identification number plate, for vehicle owners who are Vietnamese citizens, the vehicle plate is managed by personal identification number. For vehicle owners who are foreigners, the vehicle plate is managed by the identification number of the foreigner established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.
For vehicles of organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.
In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the registration authority and reissued when the vehicle owner registers another vehicle. In case the vehicle owner moves his/her headquarters or residence from one province or centrally run city to another, the identification plate will be retained (no need to change the vehicle's identification plate).
License plate management by identification code is only implemented with 5-digit license plates, including cars and motorbikes. License plates are still issued to people according to the current process, the only difference is in the management method, previously each vehicle had its own license plate, but according to the new regulations, each person has their own license plate, the license plate follows the person, not the vehicle (through the vehicle owner's identification code). Regarding vehicle registration procedures, there are differences compared to before, when receiving registration documents, a photo of the vehicle must be taken; the engine number and chassis number must be scanned on the vehicle registration system.
In the case of one person registering multiple vehicles, the circular stipulates that there is no limit to the number of identification plates of each person. One person can own multiple license plates for cars and motorbikes at the same time, each plate will be attached to one vehicle. If one person has multiple vehicles with multiple plates, all of them will be attached to the identification code of that vehicle owner.
When issuing and managing license plates according to a person's personal identification number, the identification number plate will be retained for the vehicle owner for a period of 5 years from the date of revocation procedures; after the above period, if the vehicle owner does not buy another vehicle to register, the registration authority will transfer the identification number plate to the license plate warehouse to issue to another vehicle owner according to regulations.
For example, a vehicle owner has 4 vehicles (5-digit license plates), has sold and completed the procedure to revoke the license plates of 2 vehicles, when the owner buys the 5th vehicle, he/she can choose 1 of the 2 license plates that have been previously revoked. Thus, with this new regulation, the vehicle owner can change vehicles but the license plate remains the same.
In case the car owner uses an auctioned license plate, the organization or individual winning the auction of the car license plate can choose to register and issue the auctioned license plate at the Traffic Police Department where the car owner has his/her headquarters or residence or at the Traffic Police Department managing the auctioned car license plate.
The Traffic Police Department will register and manage the license plates of vehicles that win the auction. According to the new circular of the Ministry of Public Security, the vehicle owner must retain the identification license plate when transferring the vehicle. The auction license plate is the only case that can be transferred with the license plate as it is currently. The management of registration for the issuance of auction license plates is similar to the management of registration for the issuance of identification license plates.
To effectively implement the new regulations, the Traffic Police Department has advised the Provincial Police Department to develop a plan to organize and train officers and soldiers directly involved in vehicle registration in the province (Traffic Police Department, District and Commune Police). The unit prepares necessary equipment to serve vehicle registration work well such as computers, printers, cameras, color scanners, etc.
Registration and issuance of identification plates are the new and central points of Circular 24 to ensure the management of vehicles registered under the owner's name, regulate the responsibility of vehicle owners to declare, carry out procedures for revocation, and register for name change when transferring vehicle ownership; are initial regulations to move towards electronic vehicle registration, facilitating integration with the VNeID electronic identification application, people do not have to carry many types of documents when participating in traffic as well as performing administrative procedures, or transacting in the electronic environment, reducing people's time and travel costs while still ensuring accurate, fast and effective information.
Issuing identification plates and managing them according to the vehicle owner's identification code helps state agencies manage closely, quickly, conveniently, reduce human resources, save time and storage costs, and contribute to effectively implementing national digital transformation.
