On February 15, Mr. Pham Van Khanh (residing in Dong Da, Hanoi) brought his car to the 2903V Inspection Center for inspection. He did not have to wait long. After submitting the paperwork, just 5 minutes later, Mr. Khanh's car was brought into the inspection line.

On the first day back to work after Tet holiday, the inspection centers were clear, the number of vehicles coming for inspection was even throughout the day, no congestion.

Mr. Khanh said that tomorrow (February 16) his car's registration expires. During the year, due to being busy with year-end work and going to wish everyone a Happy New Year, he could not arrange time to go for registration.

Yesterday, he called the inspection center to confirm that it was now open again, so after the spring festival at the company, Mr. Khanh arranged a time to bring his car for inspection to meet the conditions for participating in traffic.

Meanwhile, Ms. Nguyen Thi Lan (living in Cau Giay) said that one of her family's two cars had its registration expired on the third day of Tet. Because she was busy and did not have time to have the car inspected before Tet, she had to take the car to be inspected early this morning to be able to go to work on the first day of spring.

"Luckily, this morning when I went to the inspection center, I only had to wait for 4 cars. Thanks to the center operating both inspection lines, my car was quickly inspected. I can drive safely on the road without worrying about getting fined on the first day of the new year," Ms. Lan shared.

Mr. Tran Quoc Hoan, Deputy Director of Inspection Center 2903V, said that on the first day of spring, at 7:30 a.m., there were already cars waiting in front of the inspection unit. At the beginning of the working day, there were about 10 cars lined up for inspection. After that, the cars arrived sporadically throughout the day, and there was no traffic jam like the same period last year.

"Last year, the number of vehicles requiring inspection was large because many inspection centers had to close, many vehicles that were not inspected in time during the year were piled up waiting for inspection after Tet, leading to congestion. This year, because new vehicles are exempted from first-time inspection, combined with new regulations in Circular 02 and Circular 08 of 2023 of the Ministry of Transport allowing for an extension of the inspection cycle for many types of motor vehicles, automatic extension of inspection for cars with up to 9 seats that are not used for transportation, the number of vehicles requiring inspection has decreased sharply," said Mr. Hoan, adding that on February 15, the inspection center estimated that about 80 vehicles were inspected (only 1/3 of the unit's capacity).

At Inspection Center 2908D (Hoai Duc), the first working day of spring was also in a state of smooth traffic for inspection.

Located far from the city center, thanks to its large yard and convenient access, Inspection Center 2908D is often chosen by many car owners, truck drivers, and passenger car drivers for inspection. However, on the morning of February 15, Mr. Tran Nguyen Sinh, Director of this center, said that by around 11am, only about 30 vehicles had been inspected. The majority of vehicles coming for inspection today were private cars, with few commercial vehicles, as today was still a day off for many businesses.

At the 1908D Vehicle Inspection Center (Phu Tho), Mr. Nguyen Xuan Uoc, Director of the center, said that on the first working day of the year, there were quite a lot of vehicles coming to the inspection center, concentrated in the morning, by about 10:30 there were about 50 vehicles inspected (of which 40 vehicles had been issued inspection stamps).

Although the center is located near Hung Temple, at the beginning of the year, the traffic volume increased but did not affect traffic safety because the vehicles coming for inspection "slowly" during the day, the large yard helps to accommodate large vehicles waiting for inspection, not to mention, thanks to the new regulations on human resources in an inspection line as well as the addition of inspectors, this unit has put both lines into operation, helping the number of inspected vehicles to be released faster.

Meanwhile, in Hung Yen, Inspection Center 8904D inspected about 70 vehicles on the first working day of the year. The number of vehicles was not too large, so the inspectors did not have to work overtime like on the first working day last year.

In Hoa Binh, the only inspection center only received about 40 vehicles for inspection today.

Mr. Tran Nguyen Sinh said that due to the impact of car inspection congestion since the beginning of 2023, many vehicles had their inspection cycles interrupted. Many vehicles were due for inspection in February and March, but because the inspection centers were overloaded, they were only inspected in April and May.

Combined with the new regulations in Circular 02/2023 and Circular 08/2023 of the Ministry of Transport, the number of vehicles requiring inspection in February has decreased sharply; however, it will increase the number of vehicles requiring inspection in April and May. It is expected that the number of vehicles coming to the inspection center will increase again in April.

Sharing the same view, Mr. Nguyen Xuan Uoc acknowledged that at the end of March, early April and May, people's demand for vehicle inspection will increase sharply, because the number of vehicles with extended inspections will be re-inspected after the extension period expires.

Regarding this issue, the Vietnam Register once recommended that, according to statistics on vehicles due for inspection and the operation of inspection units nationwide, the Register found that in 2024, the number of vehicles coming for inspection at inspection units increased.

Especially when from February 15, Circular No. 43/2023 amending and supplementing a number of articles of Circular No. 85/2014 regulating the renovation of road motor vehicles (Circular 43) takes effect, cases where vehicle owners have carried out the renovation of motor vehicles or arbitrarily changed the characteristics of motor vehicles different from the Inspection Certificate and Inspection Stamp issued before February 15, 2024 will continue to be accepted, inspected or have their modified motor vehicle design files prepared for acceptance and inspection. According to calculations, this number of vehicles will significantly increase the demand for vehicle inspection at inspection centers.

To minimize unnecessary damage to people and businesses, the Department of Vehicle Registration recommends that transport businesses and vehicle users, especially vehicles that are about to expire, have expired or are overdue for vehicle inspection, and vehicles that have been subject to extended inspection according to the provisions of Circular 8/2023, take advantage of the time in February and March 2024 when the number of vehicles coming for inspection has not increased, so that they can bring their vehicles for inspection early or coordinate with the vehicle inspection unit to conduct acceptance and re-inspection for some cases that have been renovated or arbitrarily renovated not in accordance with the Inspection Certificate and Inspection Stamp issued before February 15, 2024.
