Chairman of Can Tho City People's Committee Truong Canh Tuyen has just signed Document No. 1376/UBND-XDDT to the Prime Minister on the pilot use of sea sand as filling material for the Vinh Thanh Industrial Park project phase 1 (VSIP Can Tho Industrial Park).
According to the People's Committee of Can Tho City, in the current period, key traffic works in the Mekong Delta region in general and Can Tho City in particular are increasingly invested in construction, industrial parks and urban areas are increasingly developed. Some key projects in Can Tho City are being implemented such as: Chau Doc - Can Tho - Soc Trang Expressway Construction Project Phase 1; two expressway routes through the area, Can Tho - Ca Mau and Chau Doc - Can Tho - Soc Trang expressways.
In addition, there are a number of projects and works invested by the city to develop the local socio-economy, such as VSIP Vinh Thanh Industrial Park, Phu My Industrial Park, etc. Therefore, the demand for sand filling materials in the city is very large, about 70 million m3, leading to a shortage of filling materials, affecting the progress and quality of investment projects.
In recent times, the Government and ministries and branches have implemented many solutions to coordinate and supply the demand for filling materials for key projects such as: Coordinating sand from An Giang, Dong Thap, Tien Giang provinces,... and piloting the use of sea sand for key traffic projects, initially achieving some positive results.
However, the coordination and supply of sand from localities has not met the requirements and the research on using sea sand for other projects (such as industrial parks, urban areas, etc.) or for freshwater areas such as Can Tho City has not been piloted to be able to expand the application in many different environmental conditions.
From the above difficulties, the People's Committee of Can Tho City submitted to the Prime Minister for consideration and approval of the pilot policy of using sea sand as filling material for the Vinh Thanh Industrial Park project (phase 1) of VSIP Can Tho Joint Stock Company on the basis of technical solutions proposed by the project owner to ensure full implementation of regulations, standards, and norms on environmental protection and other relevant regulations under the guidance of ministries and functional branches.
In addition, in order to ensure the feasibility, efficiency and sustainability of using sea sand as filling material for industrial park projects, Can Tho City People's Committee proposed that the Prime Minister direct the Ministry of Agriculture and Environment to appraise the change and addition of filling material with sea sand in the Environmental Impact Assessment Report of the Project "Investment in construction and business of infrastructure of Vinh Thanh Industrial Park (phase 1)" as a basis for the project owner to implement construction solutions and environmental protection during the pilot period.
The Ministry of Science and Technology announced the Standards for saline sand used as filling material for industrial park projects.
The Ministry of Construction provides technical guidance for localities, project investors, and construction contractors on using sea sand as filling material for industrial park projects.
VSIP Can Tho Industrial Park project is built in Vinh Trinh commune, Vinh Thanh district, with a land use area of 293.7 hectares (of which the land for industrial park infrastructure construction is 291.2 hectares, the land for the 220 kV high-voltage power grid safety corridor is 2.5 hectares); with an investment capital of nearly VND 3,718 billion, equivalent to nearly USD 160 million (of which the estimated site clearance cost is nearly VND 1,321 billion).
