Chairman Kim Jong-un personally oversaw the test on September 18, in an effort to upgrade weapons capabilities to cope with serious threats from foreign powers. Leader Kim stressed the "need to further strengthen the nuclear force and possess the most powerful military-technical capability and increase overwhelming strike capability in the field of conventional weapons."
According to KCNA, the tactical ballistic missile that was just tested is the Hwasongpho-11-Da-4.5 series, which is among the short-range ballistic missiles being developed by the country. The Hwasongpho-11-Da-4.5 missile was equipped with a super-large conventional warhead weighing 4.5 tons. North Korean media also reported on the tests of the same missile series in July, which Pyongyang considered to be partially successful.

On Tuesday, KCNA released images showing a missile hitting a target in a mountainous area. On the same day, Yonhap quoted the South Korean military as saying that two ballistic missiles had fallen into a mountainous area in northeastern North Korea. Shin Seung-ki, an expert at the Korea Institute for Military Analysis, told Reuters that this appeared to be the first time the North had announced a missile launch targeting a land target. Pyongyang frequently fires test missiles into the sea or onto uninhabited islands.
