On December 1, Mr. Tran Cong Khanh - Secretary of Vinh Long Provincial Youth Union and the working delegation went to Can Tho Central General Hospital to present the "Brave Youth" Badge of the Central Committee of the Ho Chi Minh Communist Youth Union to Captain Tran Hoang Ngoi - Officer of the Economic and Drug Crime Investigation Police Team, Tra On District Police (Vinh Long Province), who had both legs severed while arresting sand bandits.

At the same time, Vinh Long Provincial Youth Union also presented 369 million VND in support mobilized from all levels of the Youth Union, associations, cadres, union members, and youth inside and outside the province to Captain Ngoi.
Previously, Long Ho District Police (Vinh Long Province) and Can Tho City Police also donated more than 100 million VND to help Captain Ngoi.
Vinh Long Provincial Youth Union awarded 369 million VND contributed by individuals and organizations to help Captain Ngoi.
As Nguoi Dua Tin reported, late on November 23, a patrol team of Tra On District Police consisting of 4 comrades patrolled to ensure security and order in the field of natural resources and minerals in Tra On District, and discovered a wooden boat (without a registration number) and 2 subjects illegally mining sand on the Hau River.
The patrol team signaled the vehicle to stop and fired warning shots, but the subjects stubbornly refused to comply and accelerated to escape. Notably, the subjects' boat collided with the patrol team's boat, causing all four officers on duty to fall into the river. Three comrades were able to board the subjects' boat, but Captain Ngoi was seriously injured.
The sand mining vehicle driven by the subject was temporarily detained by the police.
After the incident, Captain Ngoi was rushed to the emergency room by his teammates and is currently being treated at Can Tho Central General Hospital. By the morning of November 24, the surgery was completed. Due to the severe injuries to both of Ngoi's legs, doctors were forced to amputate half of his right thigh and his left leg above the knee.
Regarding the incident, by the afternoon of November 24, Tra On District Police had detained Cao Van Huyen (born in 1979) and Khoa (born in 2002, both residing in Binh Minh town, Vinh Long province) to serve the investigation.
