Ms. Phan Thi Bay was born in 1930, her hometown is Huong Thuy commune, Huong Khe district, Ha Tinh province. On October 31, 1955, she was honored to be admitted to the Communist Party of Vietnam, officially joining the Party on October 31, 1956. In 1979, while being a youth volunteer, with a patriotic spirit, Ms. Bay and her husband went to build a new economic zone at C1 Dien Bien Farm (formerly Lai Chau). During her work, comrade Bay always followed the Party's policies and guidelines, excellently completed the assigned tasks and was awarded many medals by the State for the resistance against France and America such as the Agricultural Development Medal, the Commemorative Badge of the Northwest Autonomous Region for the cause of rural development, the Commemorative Medal of Division 316, etc.
Presenting the Party Badge early to Party member Phan Thi Bay, Provincial Party Secretary Tran Quoc Cuong emphasized: The awarding of the Party Badge is a recognition and gratitude for the contributions of the Party member to the revolutionary cause of the Party. Comrade Tran Quoc Cuong sent his congratulations and respectfully acknowledged the contributions of Party member Phan Thi Bay during her work, contributing to the cause of Party building and the local political system. At the same time, he hoped that Party member Phan Thi Bay, with 70 years of experience in the Party, would continue to promote the good qualities of a Party member, share experiences, and set a good example for young cadres and Party members to follow.
