Ho Chi Minh City strengthens handling of illegal buses and stations during April 30 holiday

At the regular socio-economic press conference on the afternoon of April 11, Mr. Ngo Hai Duong, Head of the Road Transport Management Department, Ho Chi Minh City Department of Transport, said that during the upcoming April 30 and May 1 holidays, the unit will strengthen inspection and control of transport activities and ensure traffic order and safety.

Currently, the Department has developed a plan but is waiting for the Prime Minister's decision on the number of days off for the April 30 and May 1 holidays before issuing and implementing it.

However, the Ho Chi Minh City Department of Transport has proactively directed units to carry out tasks such as coordinating with bus stations to prepare situations and clear passenger traffic in key areas.

The Ho Chi Minh City Department of Transport requested localities to strengthen inspection and punishment of illegal vehicles and bus stations that pick up, stop, and drop off passengers on roads under their management. It is required to strictly implement the direction of the Ho Chi Minh City Party Committee and People's Committee on passenger and cargo transportation.

Mr. Duong added that in 2024, the Department of Transport plans to inspect 13 transport units and check 4 transport units. At the same time, it regularly sends documents to the Department of Transport of provinces and cities to inspect and handle violations of transport business under the management of provinces and cities but showing signs of violations in Ho Chi Minh City.

In the first quarter of 2024, the Ho Chi Minh City Department of Transport reviewed and counted the locations with passenger pick-up and drop-off activities and sent them to the People's Committees of districts and Thu Duc City for inspection and handling. This unit also coordinated with the Ho Chi Minh City Police to inspect and handle administrative violations in transportation business activities according to its authority.

"In the first quarter of 20224, there were 294 violations that were fined VND527 million through the camera system and patrol control. The Ho Chi Minh City Department of Transport also issued a decision to revoke 10,032 badges and signs of speeding vehicles extracted from dash cams; revoked 56 car business licenses of violating units," said Mr. Duong.

Also at the press conference, Lieutenant Colonel Le Manh Ha, Deputy Chief of Staff of Ho Chi Minh City Police, informed that in the first 3 months of 2024, the Traffic Police force sent out 29,200 traffic violation notices. Of these, 7,311 cases implemented the penalty decision, paying the budget over 16 billion VND.

Lieutenant Colonel Ha said that recorded violations include: driving at a speed exceeding the prescribed speed limit, not obeying traffic signals, driving on prohibited roads, driving in the opposite direction, stopping and parking in violation of regulations... These are also causes of traffic accidents.

Therefore, in addition to imposing fines on cars, Ho Chi Minh City Police will verify and handle fines on motorbikes. However, Mr. Ha said that this has certain difficulties.

"Currently, the Ministry of Public Security and Ho Chi Minh City Police are identifying vehicles, which will be the basis for penalizing motorbikes and motorbikes that violate administrative regulations related to traffic safety," said Mr. Ha.

Lieutenant Colonel Le Manh Ha assessed that handling violations through images helps people comply with legal regulations and raise awareness of traffic participation. At the same time, it helps reduce pressure on officers and soldiers in recording and patrolling on the streets.
