On the morning of November 11, the 10th term of the Ho Chi Minh City People's Council, 2021-2026 term, held its 12th session (special session). Attending the meeting were Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Chairman of the Ho Chi Minh City People's Committee Phan Van Mai.
At this session, in addition to reviewing and approving reports on policies and socio-economics of Ho Chi Minh City, delegates of the Ho Chi Minh City People's Council will review the report on personnel.
Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le read the report, introducing Mr. Pham Thanh Kien - Member of the City Party Committee, Secretary of District 3 Party Committee for delegates to consider and elect as Vice Chairman of the Ho Chi Minh City People's Council, term X, 2021-2026.
The delegates elected the Vice Chairman of the Ho Chi Minh City People's Council by secret ballot. As a result, Mr. Pham Thanh Kien was elected as Vice Chairman of the City People's Council.
Mr. Pham Thanh Kien, member of the City Party Committee, Secretary of District 3 Party Committee, has just been elected Vice Chairman of the Ho Chi Minh City People's Council.
Speaking at the meeting, Mr. Pham Thanh Kien believed that he had favorable conditions, information, and understanding of the situation in Ho Chi Minh City to contribute to building a civilized, modern, and humane city.
In his new position, Mr. Pham Thanh Kien pledged to always build a spirit of solidarity and high unity in the Standing Committee of the Ho Chi Minh City People's Council, the City People's Council Committees, and actively participate in the activities of the Ho Chi Minh City People's Council.
Mr. Kien also affirmed that together with the Standing Committee of the Ho Chi Minh City People's Council, the City People's Council Committees carefully prepare the content of the Ho Chi Minh City People's Council meetings. In particular, promptly implement the Resolutions to implement the authority of Resolution 98/2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
In addition, he will proactively propose and develop a thematic monitoring plan to contribute to the effective implementation of the Resolutions of the Ho Chi Minh City People's Council; regularly meet with voters, listen to their opinions and aspirations, promptly reflect and propose solutions to voters' recommendations under the authority of the Ho Chi Minh City People's Council.
Mr. Pham Thanh Kien was born on July 3, 1971; his hometown is Phong Thanh commune, Gia Rai town, Bac Lieu province. Mr. Kien has the following qualifications: Master of Party and State building; Bachelor of Administration, Bachelor of Law; Bachelor of Politics (Philosophy); Bachelor of English.
Next, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai read the report, introducing Mr. Nguyen Van Dung - who was just dismissed by the Ho Chi Minh City People's Council from the position of Vice Chairman of the Ho Chi Minh City People's Council to be elected as Vice Chairman of the Ho Chi Minh City People's Committee, term X, 2021 - 2026.
The election results showed that 77/77 votes were in favor, and Mr. Nguyen Van Dung was elected by the Ho Chi Minh City People's Council to hold the position of Vice Chairman of the Ho Chi Minh City People's Committee. The leadership of the Ho Chi Minh City People's Committee has been completed, including Chairman of the Ho Chi Minh City People's Committee Phan Van Mai and 5 Vice Chairmen of the Ho Chi Minh City People's Committee: Mr. Vo Van Hoan, Mr. Duong Anh Duc, Mr. Bui Xuan Cuong, Mr. Ngo Minh Chau and Mr. Nguyen Van Dung.
Mr. Nguyen Van Dung was elected Vice Chairman of Ho Chi Minh City People's Committee, term 2021-2026.
Mr. Nguyen Van Dung acknowledged this as a source of pride and a great responsibility, requiring him to make more efforts to successfully complete the assigned tasks. Mr. Dung pledged to continue to carry out his duties as a representative of the Ho Chi Minh City People's Council and his action plan when meeting, campaigning and making promises to voters in the places where he is running for election.

Mr. Nguyen Van Dung was born in 1972; hometown is Vinh Loc A commune, Binh Chanh district, Ho Chi Minh City. He has a master's degree in political science, a bachelor's degree in law, a bachelor's degree in economics, and a senior degree in political theory.
