Accordingly, Ho Chi Minh City specifically stipulates the application of support and tuition exemption policies for public and non-public students and trainees studying at secondary schools and continuing education centers at secondary level, except for secondary students at schools with foreign investment.
Support policy according to 2 groups of areas: Group 1 is students of schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan with 60,000 VND/student/month. Group 2 is students of districts Nha Be, Hoc Mon, Can Gio, Cu Chi, Binh Chanh with 30,000 VND/month/student.
The policy will be applied for 9 months of the 2024-2025 school year, with funding taken from the Ho Chi Minh City budget according to current budget decentralization regulations.
According to statistics from the Department of Education and Training, at the secondary school level, the whole city has more than 464,000 public students and more than 30,000 private students. The total estimated cost to exempt tuition fees for all students is about 237 billion VND.
With this policy, secondary school students in Ho Chi Minh City will be exempted from tuition fees in the 2024-2025 school year. The leader of the Department of Education and Training said that according to the process, the City People's Council approved, the People's Committee and the Department of Education and Training will have instructions, based on which, schools will refund the tuition fees collected from students from September to now and the budget will provide support at the above level for schools to ensure educational activities.
According to the Ho Chi Minh City People's Committee, tuition support has been implemented from the 2021-2022 school year to the 2023-2024 school year. After 3 years of implementing the tuition support policy, it has been shown that the policy is popular, creating peace of mind and motivation for parents and people in the city to have conditions to develop the economy and production and business, and recover the economy after a long time of dealing with the Covid-19 pandemic; students can go to school with peace of mind and not have to drop out of school because of economic conditions and not being able to pay tuition.
Based on the city's socio-economic situation in 2024 and on the basis of the tuition exemption roadmap in Decree 81 of the Government, the Ho Chi Minh City People's Committee assessed that the special policy to support tuition fees for public and non-public secondary school students and continuing education students in the city in the 2024-2025 school year is still a necessary requirement, creating a mark of special significance, demonstrating the city's interest and determination in implementing the roadmap and goals of educational development.
