On the afternoon of June 24, at the press conference announcing the results of the 5th Session of the 15th National Assembly, the press asked Deputy Chairman of the Law Committee Nguyen Truong Giang about how to control the prices of goods and services when the Government increases the basic salary from July 1, 2023?

In response, Mr. Giang said that in the past, the Government had experience in this matter, when we implemented an increase in basic salary along with price control and management.

The National Assembly has passed the Law on Prices (amended), which includes solutions to control prices through price regulations for essential goods, price declaration, etc. All solutions in the Law on Prices (amended) aim to control prices.

For items with declared prices, the Law on Prices stipulates control of declared prices on the market. Therefore, the National Assembly will supervise the Government's implementation of the Law on Prices (amended), especially in the context that from July 1, the basic salary for officials, civil servants and public employees will increase.

The National Assembly Resolution has made a request to control the prices of essential goods and the CPI index.

"I believe that with the Government's close attention from the beginning and the National Assembly's supervision, the situation of salary increases not keeping up with price increases will not happen," Mr. Giang shared.

In the Resolution of the 5th Session of the 15th National Assembly, which was just passed this afternoon, the National Assembly requested the Government to focus resources on implementing salary reform and report to the National Assembly the roadmap for salary policy reform at the 6th Session of the 15th National Assembly.

In addition, the National Assembly also requested to study the plan to adjust and increase the family deduction level for personal income tax.

There are appropriate and effective solutions to stabilize employment for workers and provide timely support for unemployed and jobless workers.

Building social housing, building and improving the effectiveness of cultural institutions for workers in industrial parks and export processing zones.

At the end of May, during the socio-economic discussion session, delegate Vu Thi Luu Mai (Hanoi delegation) emphasized that wage policy is an extremely important policy. A correct wage policy has an impact on promoting economic development. On the contrary, an unreasonable wage policy will be a barrier to social progress.

Over the years, the Party and State have always paid attention to people's lives. Up to now, there have been 4 salary reforms. However, the current salary level of civil servants is quite low.

Delegate Mai cited an example of a new graduate earning more than 3.4 million VND, the average salary of a civil servant is around 10 million VND. If converted to Vietnamese currency, a civil servant in Thailand earns more than 56.7 million VND, in Malaysia 29 million VND, in Cambodia 17 million VND...

Delegate Mai said that Resolution 27 of the Politburo has set out a very specific reform roadmap. However, we have missed the deadline for 3 years now. For 3 consecutive years, the Government has proposed to postpone the salary reform. The reason is that we need to focus resources on development investment and the economic recovery program, which is the right policy.

According to the delegate, one thing that voters are interested in is how much the salary reform will increase. At the present time, no information can be considered accurate because the Government will submit it to the National Assembly for consideration and decision. However, a fundamental change is needed, not just a formality.

After 23 working days (phase 1 from May 22 to June 10, 2023; phase 2 from June 19 to June 24, 2023) with the spirit of innovation, solidarity, democracy, intelligence, urgency and high responsibility, the 5th Session of the 15th National Assembly completed the entire proposed program with the following results: Passing 8 laws, 17 resolutions, giving second opinions on 1 draft law, giving first opinions on 8 other draft laws.

At the same time, supreme supervision of the topic "Mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health and preventive medicine"; conducting questions and answering questions; considering and deciding on issues related to personnel, socio-economics, and state budget; reviewing reports on voters' recommendations and resolving voters' recommendations, along with a number of other important contents .
