For the Government Party Committee, the Steering Committee requested to complete the guidance on the arrangement, assignment, and use of district-level cadres, civil servants, and public employees before April 25. The Steering Committee also requested to complete the guidance on the management and handling of headquarters, assets, and surplus land after the arrangement of administrative units before April 25.
The Steering Committee also requested the Government Party Committee to complete district-level inspections, reorganize and streamline the Government Inspectorate apparatus and the inspection system at the central level before June 30.
Arranging tax, customs, state treasury, state bank branches, social insurance, statistics, etc. in sync with the merger of provincial administrative units must also be completed before December 31.
For the National Assembly Party Committee, the Steering Committee requested the issuance of resolutions on the arrangement and merger of provincial and communal administrative units before June 30.
The Steering Committee also assigned the National Assembly Party Committee to amend and supplement a number of articles of the 2013 Constitution before June 30.
In particular, it stipulates transitional provisions to complete the restructuring and organization of the apparatus and commune-level administrative units officially come into operation no later than August 15, and provincial-level administrative units officially come into operation no later than September 15.
For the Party Committee of the Fatherland Front, mass organizations, the Steering Committee requests the arrangement of socio-political organizations and mass associations assigned by the Party and State to be under the Central Committee of the Vietnam Fatherland Front, to be completed before July 15.
Along with that, it is necessary to review the functions and tasks, streamline the organizational structure of mass organizations assigned by the Party and the State, and newspapers and magazines under mass organizations assigned by the Party and the State to ensure unified management and effective operations in the direction of maximum streamlining, maintaining only really necessary units. This work is also required by the Steering Committee to be completed before July 15.

The Steering Committee requests that Party organizations, agencies and units focus on directing and promptly concretizing the plan according to their functions, tasks and authority; resolutely deploy tasks and assign specific responsibilities in the implementation organization to ensure completion of the plan.
At the same time, ensure that agencies, units and organizations before, during and after the arrangement operate continuously, smoothly, effectively, efficiently and effectively, without interruption of work, leaving vacant tasks, areas and fields, and affecting the normal activities of agencies, units, organizations and society.
Plan 47 also clearly states that information technology and digital transformation should be strongly applied to reform the organization and operation of agencies and units; documents should be urgently digitized, administrative procedure settlement should be comprehensively innovated, and the quality of online public services and digital services for people and businesses should be improved.
