Thu Duc City - the first 'city within a city' model in Vietnam - announced its planning until 2040, and at the same time granted investment approval decisions to 12 projects with a total capital of more than 33 trillion VND.

9 zones corresponding to 11 development focuses
According to the project approved by the Prime Minister on January 21, Thu Duc City is a type 1 urban area of Ho Chi Minh City, a traffic hub of the Southeast region by road, rail, maritime and inland waterways; an eastern center of economics, science and technology, culture, education and training with a population of about 1.8 million people by 2030, about 2.6 million people by 2040, and about 3 million people after 2040.
Thu Duc City space is divided into 9 sub-regions corresponding to 11 development focal points associated with cultural and historical values and unique potential advantages... in which the development focal points are also innovation and creativity centers to form a knowledge-based economy; developing according to the trend of smart urban areas.
Thu Duc City's master plan has a positive impact on the management and operation of the government as well as the activities of people and businesses, opening up many new directions of development thanks to the connectivity and synchronization through 9 zoning plans at a scale of 1/2000, thereby removing many difficulties in construction licensing and other legitimate needs of people and businesses.
Transport infrastructure opens up many new spaces such as developing 9 urban and inter-regional railway lines connecting Thu Duc City with the rest of Ho Chi Minh City and Long Thanh International Airport, meeting 50% - 60% of travel demand; developing urban areas in the direction of public transport (TOD); developing many new routes with inter-regional connectivity such as the route connecting Cat Lai - Phu Huu Port - Ring Road 3 Intersection - Ho Chi Minh City - Long Thanh - Dau Giay Expressway, the route connecting Ring Road 2 to Ho Chi Minh City - Chon Thanh Expressway.
Urban space is planned with green space and water surface as the center, organizing a system of rivers, canals, and ditches (Saigon River, Dong Nai River, Tac River, Chiec Canal, Trau Trau Canal, Go Cong Canal, Ong Nhieu Canal, ...) connected with a system of public green parks, forming a unique spatial structure framework, at the same time playing the role of water storage and drainage corridors.
Thu Duc City also increased the land area for urban-level educational facilities by nearly 5 times, increased the land area for urban-level medical facilities by more than 10 times, increased the land area for urban-level cultural and sports facilities by about 3 times, including the National Sports Complex in Rach Chiec area as well as the green park area will reach 1,800 hectares.
Thu Duc City becomes the new growth pole of Ho Chi Minh City
According to Chairman of Thu Duc City Hoang Tung, the approved master plan of Thu Duc City until 2040 plays a particularly important role and significance for the development of the city; is an important basis for orienting spatial development, organizing technical infrastructure, social infrastructure, land use planning, etc. to maximize potentials and strengths, realizing the goal by 2040 of developing Thu Duc City into a creative, highly interactive urban area; an area leading the economy of Ho Chi Minh City, the Ho Chi Minh City metropolitan area through knowledge-based economic activities; initially becoming a financial center of the country, towards the international region.
According to Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, the general planning of Thu Duc City is an opportunity to maximize the special mechanisms and policies for the development of Ho Chi Minh City, opening up strong development opportunities for Thu Duc City, contributing to building Ho Chi Minh City into an economic, cultural, scientific, technological, and innovative center of the whole country.
"HCMC calls on domestic and foreign investors to boldly invest. The city always listens to investors' opinions to achieve the goal of Thu Duc City becoming a new growth pole and international financial center," said Mr. Phan Van Mai.
Mr. Mai requested that Thu Duc City needs to focus resources on completing the Thu Thiem area associated with the international financial center, completing investment in the university urban area, expanding the high-tech zone before 2030, strengthening connections with neighboring areas such as Dong Nai, Binh Duong, Ba Ria - Vung Tau, associated with promoting the strengths and advantages of each locality.
The City Chairman also requested Thu Duc City to coordinate with departments and branches to soon implement the planning, in which the zoning plans must be completed by September 2025 at the latest.
