In recent times, People's Councils at all levels have continued to make many efforts to improve the effectiveness and efficiency of their operations. The meetings of the People's Councils have been organized with better quality, ensuring compliance with regulations, increasingly democratic, practical and responsible; promptly concretizing many policies and resolutions of the Party, policies and laws of the State, resolutions of Party committees to decide on important local issues. The activities of examination, supervision, questioning and answering questions, meeting voters, receiving citizens and handling petitions, complaints and denunciations of citizens have been increasingly strengthened in a practical, in-depth, drastic and effective manner; promptly detecting and recommending obstacles and shortcomings to supplement and perfect the mechanisms and policies of the province. Issues arising in the implementation and direction of management between two People's Council meetings have been resolved promptly, flexibly and in accordance with the law. The coordination between the People's Council, the People's Committee, the Fatherland Front Committee at the same level and departments, branches and localities has been increasingly strengthened, achieving important results. People's Councils at all levels have directed, deployed and seriously and effectively implemented supervision activities; in which questioning and explaining are supervision activities that are focused on at People's Council sessions and regular meetings of the People's Council Standing Committee. Since the beginning of the year, the provincial level has had 52 questions for 17 heads of departments and branches; the district level has had 123 questions for 80 leaders and members of the People's Committee at the district level. The good organization of questioning and explaining activities has helped improve the quality and effectiveness of the People's Council's supervision activities. At the same time, through questioning and explaining activities, the responsibilities of each collective and individual have been clearly identified, thereby promptly proposing solutions to overcome limitations and difficulties in law enforcement, meeting the aspirations of voters and people. In addition, it also helps the issues that voters are particularly interested in to be promptly resolved by the authorities, creating consensus in society, contributing to maintaining political stability and security, promoting socio-economic development. In addition to the achieved results, the questioning and explaining activities still have some limitations, difficulties and obstacles, such as: The number of questioning opinions at meetings, explanations at the standing meetings of the People's Council is not much; the quality of answering questions of some leaders is not high, some issues are still answered in general terms, the implementation of promises of some leaders is not strict, and the issues raised by delegates have not been resolved. Some localities have not yet organized explanation activities at the meetings of the standing committee of the People's Council...

From practical activities and discussions at the conference, delegates exchanged and shared good and creative practices, lessons learned, difficulties and obstacles, thereby proposing solutions to improve the quality of questioning and explaining activities at People's Council meetings and explanation sessions of the People's Council Standing Committee, helping the activities of People's Councils at all levels to become increasingly high-quality and effective. In particular, delegates focused on discussing issues related to: current situation, solutions and experiences in preparing content for questioning and explaining sessions; the management work of the presidium and the People's Council Standing Committee; inspection and supervision of the implementation of promises made by the People's Committees at the same level and related sectors and units regarding the content concluded at the questioning and explaining sessions; the role and responsibility of People's Council delegates in questioning and explaining activities, etc.
Speaking at the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council acknowledged and highly appreciated the sense of responsibility of the delegates; respectfully accepted and assigned the Office of the National Assembly Delegation and the Provincial People's Council to synthesize the recommendations and proposals of the delegates to report to the Standing Committee of the Provincial People's Council. In order to improve the quality and effectiveness of questioning and explaining activities, he emphasized and suggested a number of issues that the Standing Committee of the People's Council, the People's Council committees, and People's Council delegates at all levels must grasp the local situation, the unit, and the delegates must improve their capacity in all areas, especially the current issues of inadequacies, difficulties, and obstacles that the people and voters are concerned about. Pointing out the limitations, shortcomings, and weaknesses of the locality, the people are concerned about, and voters have opinions. Through questioning to clarify the responsibility of the head of each agency, locality, sense of responsibility, coordination between functional agencies in performing that task, or what mechanisms and policies are stuck, where are the bottlenecks to be resolved. Whether questioning or explaining, it is based on objectivity, impartiality, and the spirit of building the desire for the locality and agency to develop together; avoiding avoidance, favoritism, and compromise.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The most important thing is to choose which issues and contents to question and explain appropriately. With the questioning, he suggested 4 issues that need to be focused on: pressing issues arising in people's lives, units of interest to voters such as land management, environment, project development, education, social security, etc.; issues with signs of law violations in each field; issues that have been questioned but have not changed, have not been resolved, voters and people still have opinions; other issues to improve the effectiveness and efficiency of management and administration of authorities at all levels. With the explanation, it is necessary to focus on 3 major issues: issues with signs of law violations; newly arising issues of social concern but localities and units have not yet had solutions to direct the resolution; difficulties and obstacles in localities and units. There are many questions and explanations, but it is necessary to determine which questions and explanations should be prioritized first. There are two forms of questions: direct and written, but both must ensure quality and effectiveness. The questioner and the answerer must be knowledgeable and have a firm grasp of the problem, focused, correct, and to the point. The answer must propose solutions to overcome existing problems and limitations. The conclusion of the question and explanation session must clearly state the responsibilities of the organization and individual, clearly state the work to be done in the coming time, and clearly determine the completion time.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Standing Committees of the People's Councils of districts and cities to continue reviewing and synchronously deploying solutions to successfully and comprehensively carry out the tasks of 2023; and carefully prepare to successfully organize the year-end People's Council meeting.
