Benefits of using chip-embedded ID cards to resolve administrative procedures

With a high level of security, as well as the ability to integrate a lot of personal data, the chip-embedded citizen identification card (CCCD) has been effective, helping people limit the need to carry personal identification documents, making it convenient to handle administrative procedures.

In March 2022, Bai Chay Hospital began implementing health insurance examination and treatment using chip-embedded CCCD cards.

Going for a re-examination at Bai Chay Hospital (Ha Long City), Mr. Nguyen Thanh Luan (Cam Pha City) no longer has to carry a paper health insurance card, but only needs a chip-embedded ID card. With the data system that has been connected between the Ministry of Public Security, the Ministry of Health and the Vietnam Social Security Agency, Mr. Luan's medical examination and treatment information is searched and updated by the medical facility similar to when using paper health insurance.

“If before I had to bring at least 2 types of documents to see a doctor, now I only need a single CCCD card with chip, I find it very convenient to handle procedures when examining and treating at the hospital” - Mr. Luan shared.

Chip-embedded CCCD instead of paper health insurance card brings many benefits to people by saving time in medical examination and treatment registration procedures, such as: No need to present paper health insurance card, no need to apply for re-issuance in case of loss, or torn, damaged, expired card...

Currently, chip-embedded ID cards are replacing health insurance cards not only at the provincial level, but have also been applied at district-level medical facilities. In 2022, 206 health insurance medical examination and treatment facilities have implemented medical examination and treatment procedures using chip-embedded ID cards (reaching 93.2%) with 194,455 health insurance information lookups using chip-embedded ID cards for medical examination and treatment, the number of successful lookups reached 125,448 (64.5%).

BIDV Quang Ninh branch deploys the use of chip-embedded ID cards to deposit and withdraw money through multi-function automatic transaction machines.

Along with the health sector, the banking sector is currently coordinating with the police to deploy cash deposits and withdrawals at ATMs using chip-embedded ID cards. Recently, the Quang Ninh Police Department has coordinated with the BIDV Quang Ninh Branch to deploy the use of chip-embedded ID cards to deposit and withdraw money through BIDV Ezone transaction points and multi-function automated teller machines (CRM).

Ms. Tran Thu Huong (Tran Hung Dao Ward, Ha Long City) shared: To deposit cash into my account, I used to have to go to BIDV's transaction office to do the procedure, but now I can use a chip-embedded ID card to deposit money at the bank's ATM. I see that when implementing the use of chip-embedded ID cards to replace ATM cards, it has reduced the amount of paperwork and transaction time.

Depositing and withdrawing money using a chip-embedded ID card will help people avoid having to carry too many ATM cards at once, while minimizing the risk of counterfeiting and saving people more time. Withdrawals can only be made after facial/fingerprint verification, thereby increasing safety.

In order to facilitate and reduce inconvenience for citizens in performing administrative procedures, from January 1, 2023, paper household registration books and temporary residence books have been replaced by electronic data integrated on chip-embedded ID cards. Accordingly, when performing administrative procedures and civil transactions, people can use chip-embedded ID cards as legal documents to prove personal information and permanent residence when encountering difficulties in cases where the household registration book is revoked or not reissued. When citizens present chip-embedded ID cards, competent agencies, organizations and individuals are not required to present any other documents.

Colonel Vu Hong Phuong, Deputy Head of the Department of Administrative Management of Social Order (Provincial Police) said: The chip-embedded ID card can store more information and integrate necessary data, such as: health insurance, social insurance, tax, bank account, land, driver's license and other valuable documents, creating convenience and utility for users. Therefore, the chip-embedded ID card will help citizens carry out most transactions and administrative procedures without having to carry many types of documents, reducing time and costs, preventing forgery of documents, as well as costs for notarizing traditional documents.
