TIMELY RESPOND TO THE REQUIREMENTS OF LEADERSHIP AND DIRECTION OF THE STANDING COMMITTEE, STANDING COMMITTEE, AND EXECUTIVE COMMITTEE OF THE PROVINCIAL PARTY COMMITTEE
In the fourth quarter of 2023, based on their functions, tasks and powers, the advisory and support agencies of the Provincial Party Committee actively implemented the work plan, promptly responding to the leadership and direction requirements of the Standing Committee, the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee on socio-economic development, ensuring national defense and security; propaganda work, organization, inspection, supervision, enforcement of party discipline, mass mobilization and internal affairs.
The Provincial Party Committee, the Provincial Party Committee Inspection Committee, and the Provincial Party Committee Office have advised on organizing conferences to review and summarize the work of 2023; and develop and deploy the work program for 2024.
In particular, the units have consulted on the preliminary and final summaries of the Central and provincial directives, resolutions and projects to ensure time and requirements; completed the inspections and supervisions of the Provincial Party Standing Committee; and inspections and supervisions according to functions and tasks.
The agencies also continue to carry out regular and ad hoc tasks directed by the Central Government and the Provincial Party Standing Committee.
The agencies have strictly implemented working regulations and democratic regulations within the agency; internal solidarity; ensured the agency's working order; organized emulation movements to celebrate the traditional day of the agencies; carried out social security activities, especially handing over support houses to poor households and those with housing difficulties;...
At the meeting, leaders of the Provincial Party Committee, the Provincial Party Committee Inspection Committee, and the Provincial Party Committee Office discussed and proposed contents to improve the effectiveness of coordination between units; the concretization of Regulation No. 137-QD/TW dated December 1, 2023 of the Secretariat on functions, tasks, powers, and organization of specialized agencies advising and assisting provincial and municipal Party Committees directly under the Central Government.
The opinions also mentioned the progress of digital transformation in activities such as organizing paperless meetings, first of all of the Provincial Party Standing Committee, the Provincial Party Executive Committee, piloting the implementation of electronic party member handbooks; outlining key tasks in the first quarter of 2024 of the units;...
PROMOTING ADMINISTRATIVE REFORM AND DIGITAL TRANSFORMATION IN ACTIVITIES
Concluding the meeting, Standing Deputy Secretary of Nghe An Provincial Party Committee Nguyen Van Thong assessed that, based on specific functions and tasks, the Provincial Party Committee, Inspection Committee and Provincial Party Committee Office basically implemented their work fully and with quality. The coordination was synchronous, drastic and smooth.
After pointing out some shortcomings and limitations that need to be overcome; regarding the key tasks in the coming time, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong requested the Provincial Party Committee Office to proactively chair and accelerate the progress of advising on the implementation of the policy of building a new provincial headquarters; at the same time, promptly advise the Provincial Party Committee Standing Committee on the model of the Provincial Party Committee's guest house in Cua Lo town to improve operational efficiency.
Agencies should proactively develop plans to advise on the activities of the Standing Committee and the Provincial Party Committee before, during and after the Lunar New Year; especially, they should coordinate with sectors to grasp information to advise and direct the timely handling of issues, especially those related to national security, social order and safety, etc.
The Standing Deputy Secretary of Nghe An Provincial Party Committee also noted that units continue to review documents, regulations, revised, supplemented or newly issued regulations to have measures to promote administrative reform in the field of Party work in both advisory and operational, management and administration in each unit in the direction of increasing the advisory responsibility of cadres and specialists, associated with improving the leadership's ability to oversee this work.
At the same time, the Provincial Party Committee, the Inspection Committee, and the Provincial Party Committee Office need to continue to develop and deploy specific tasks in implementing Resolution 09 of the Provincial Party Committee on digital transformation.
With the characteristics of digital transformation requiring synchronous implementation and wide-scale deployment to be effective, the Standing Deputy Secretary of the Provincial Party Committee noted that in conditions where resources may be limited, the approach must be synchronous, simultaneous, uniform, and wide-ranging to promote investment efficiency in implementing the goals, tasks, and specific requirements of digital transformation; associated with accelerating the progress of the Project on digitizing Party Committee documents.
Comrade Nguyen Van Thong suggested that agencies need to continue to improve the quality of appraisal and consultation of documents for the Provincial Party Committee Standing Committee to ensure compliance with Party regulations and statutes and State laws; improve the quality of content while ensuring compliance with principles on processes, procedures and time for consultation of documents.
The Standing Deputy Secretary of the Nghe An Provincial Party Committee assigned the Provincial Party Committee Office to advise on a plan to disseminate and thoroughly implement Regulation No. 137-QD/TW dated December 1, 2023 of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees directly under the Central Government.
Also at the meeting, the Standing Deputy Secretary of the Provincial Party Committee discussed and noted a number of contents on reviewing and ensuring facilities, means, financial work;... as well as answering and clarifying solutions for the proposed contents of the advisory and support agencies of the Provincial Party Committee to continue to improve work efficiency.
