There needs to be solutions to overcome existing problems and limitations.
Reviewing 8 reports of the Provincial People's Committee on socio-economic development in 2023, tasks in 2024, public investment and draft resolution on socio-economic development plan in 2024; members attending the meeting basically agreed with the content submitted by the Provincial People's Committee; at the same time, they contributed additional comments on some contents, especially the assessment of the implementation of 3 national target programs; the implementation of resolutions on mechanisms and policies issued by the Provincial People's Council, including administrative procedures.

Regarding administrative reform, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi said: From the perspective of people and businesses, administrative reform still raises many concerns; the connection between departments and branches in handling administrative procedures is not really favorable, so there needs to be a more substantial solution.
The Vice Chairman of the Provincial People's Council also requested the Provincial People's Committee to continue to pay attention to arranging vocational training facilities, ensuring effective operations; strengthening and improving the effectiveness of labor safety inspection; focusing on research work, ensuring the supply of quality plant and animal varieties, thereby improving the quality and value of agricultural products of the province.

In addition, there are opinions suggesting that the Provincial People's Committee should clearly assess objective and subjective factors, attach responsibility to direction and management, and propose solutions to overcome shortcomings and limitations in implementing socio-economic tasks; in which, 4/28 socio-economic indicators have not met the set plan, including: GRDP growth rate, GRDP per capita, total social investment capital, urbanization rate.

One issue raised by many members participating in the review is that the Provincial People's Committee needs to evaluate and consider the responsibility for coordination between departments and branches and between departments and branches with localities in implementing socio-economic tasks, especially implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, promptly resolving difficulties and problems, and promoting the implementation of the province's common tasks.

The provincial People's Committee also needs to supplement solutions to reorganize the apparatus; fight against high-tech crimes; recover slow-progressing projects and projects using land for the wrong purpose; pay attention to reviewing legal documents; take care of social security...

Resolutely manage to achieve the highest goals and targets for 2024
Concluding the examination of reports and draft resolutions on socio-economic development in 2023 and tasks in 2024, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh highly appreciated the initiative of the Provincial People's Committee in developing plans and operating scenarios, proposing measures to implement socio-economic development tasks in 2023 with 24/28 targets achieved and exceeded the set plan, including many bright spots, especially FDI attraction.

Emphasizing that 2024 is a year of high concentration to implement the goals and targets of the 2020-2025 congress term, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee and departments and branches to adhere to the Action Program to implement the Resolution of the 19th Provincial Party Congress and new policies to focus on directing and operating with drastic solutions so that the goals and targets of 2024 are achieved at the highest level.
Along with that, pay attention to building an action program to implement Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; deploy the Provincial Planning for the period 2021 - 2030, with a vision to 2050; actively research and propose specific and outstanding mechanisms and policies for the province to submit to the National Assembly for consideration and approval at the mid-year session in 2024.
Regarding investment resources, comrade Nguyen Nam Dinh suggested that the Provincial People's Committee pay attention to resources from foreign-invested enterprises and land resources; at the same time, allocate resources reasonably, in which investment resources are used with focus and key points and increase the budget for development investment. At the same time, review the mechanisms and policies issued by the Provincial People's Council; which policies have a real impact and great efficiency, then prioritize resources; which policies have few beneficiaries and are fragmented, then boldly propose to abolish them.
The Standing Committee of the Provincial People's Council also spent time examining a number of reports and draft resolutions on the activities of the Standing Committee and the Provincial People's Council in 2023, tasks in 2024; and a draft resolution on resolving voters' opinions and recommendations at the 14th Session of the 18th Provincial People's Council.
