Pursuant to Decision No. 362/QD-TTg dated April 3, 2019 on approving the National Press Development and Management Plan to 2025, Plan No. 738/KH-BTTT dated June 4, 2019 of the Ministry of Information and Communications on implementing the arrangement of press agencies according to the National Press Development and Management Plan to 2025, VUSTA, its member associations and affiliated organizations have proactively arranged and planned their affiliated press units from April 2019 to December 2020. During the implementation process, the Vietnam Union of Associations has strictly implemented and closely followed the guidance documents of the management agency and ensured the requirements in the arrangement and planning.

As the direct governing body, the Vietnam Union of Science and Technology Associations has implemented planning and arrangement for 4 affiliated press agencies, including: Science and Life Newspaper, Dat Viet Newspaper, Knowledge Electronic Newspaper and Vision Electronic Newspaper.

On November 19, 2020, the Ministry of Information and Communications granted press license No. 536/GP-BTTT to Knowledge and Life Newspaper on the basis of merging 04 press agencies (Science and Life Newspaper, Dat Viet Newspaper, Knowledge Electronic Newspaper, Vision Electronic Newspaper).

After rearrangement and re-planning, as of December 2020, there are 21 magazine agencies under the Institutes affiliated with the Vietnam Union of Science and Technology Associations.

Regarding the proposal, Associate Professor Dr. Pham Ngoc Linh, Vice President of VUSTA, said that currently in the Press Law and the documents guiding the implementation of the law, there is no document stipulating the authority and responsibility of the Vietnam Union of Science and Technology Associations (the governing body of the Institutes) in the process of applying for a license to operate a magazine. The lack of legal documents and coordination mechanisms between parties in the management of magazines under the Institutes has caused the Vietnam Union of Science and Technology Associations to lack a legal basis to fully implement the responsibilities of the relevant governing body.

Speaking at the meeting, Deputy Minister of Information and Communications Bui Hoang Phuong said that the review and assessment of the implementation of Decision No. 362/QD-TTg of the Prime Minister on the National Press Development and Management Plan until 2025 is very important, thereby helping management agencies grasp the situation and existing limitations in the implementation process to have solutions in the coming time. In addition, the Deputy Minister also requested VUSTA to proactively propose management plans of relevant management agencies for effectiveness./.
