(MPI) - On February 11, 2025, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 14/CD-TTg on organizing a working delegation of Government members to work with localities to promote production and business, public investment, import and export, national target programs, striving to achieve and exceed the growth target for 2025.

The telegram was sent to Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies; Secretaries of Provincial and Municipal Party Committees, and Chairmen of People's Committees of provinces and centrally-run cities.
Accordingly, implementing Decision No. 435/QD-TTg dated April 24, 2023 and Decision No. 853/QD-TTg dated July 17, 2023 of the Prime Minister, Government members have proactively organized working delegations to work with localities, achieving many positive results, contributing to promoting socio-economic growth of localities and the whole country in 2024. Many difficulties and problems of localities have been directly directed, guided and handled by Government members or recommended to competent authorities for timely and effective consideration and resolution.
2025 is the year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025 and preparing and consolidating the foundation, creating the premise for our country to enter a new era - the era of striving to develop a rich, civilized, and prosperous nation, towards successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021-2030.
To promptly remove difficulties and obstacles, boost production and business, strongly promote public investment, import and export, 03 national target programs, strive to achieve and exceed the growth targets set for 2025, the Prime Minister requested:
Firstly, Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies will periodically organize working delegations with localities every quarter (or when necessary), focusing on a number of contents such as: Urging the implementation of growth scenarios for each locality in 2025 assigned in Resolution No. 25/NQ-CP dated February 5, 2025 of the Government to successfully achieve the national growth target of 8% or more in 2025, creating a solid foundation to achieve a double-digit growth rate in the 2026-2030 period.
Pay special attention to guiding localities to promote public investment disbursement, using public investment to lead private investment, renewing traditional growth drivers (investment, consumption, export) to promote new growth drivers such as digital economy, green economy, circular economy, creative economy, sharing economy, etc. Check and urge localities to develop quarterly growth scenarios to achieve the annual target. Diversify markets, diversify supply chains, diversify production chains to remove output for production and business.
Review and comprehensively evaluate the results of handling local recommendations at previous meetings, clearly identify issues that have not been handled or have not been completely handled, identify objective and subjective causes (especially the implementation of private investment projects, public-private partnership investment and public investment projects that are still pending and prolonged) and propose specific tasks and solutions to resolve and handle them in the spirit of "5 clear: clear people, clear work, clear responsibility, clear authority, clear deadline, clear product".
Continue to grasp and handle according to authority or propose competent authorities to handle difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, build infrastructure, social housing, emulation movement to eliminate temporary and dilapidated houses, national target programs in the area.
Resolutely and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the Government's Action Program to implement Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation (issued in Resolution No. 03/NQ-CP dated January 9, 2025), the Politburo's Resolutions on regional development and regional development plans approved by the Prime Minister.
Report to the Prime Minister the working results no later than 03 days after the end of the working trip; simultaneously send to the Ministry of Planning and Investment and the Government Office for synthesis.
Second, the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of provinces and centrally-run cities presided over the preparation of working reports with the working delegation of Government members.
Third, the Government Office, according to its assigned functions and tasks, shall monitor and urge relevant agencies and units to implement this Official Dispatch; coordinate with the Ministry of Planning and Investment to promptly report to the Prime Minister on any problems and difficulties in the implementation process./.
