Policy to promote risk-based development and management of artificial intelligence
According to Statista, the global Artificial Intelligence market size is expected to reach US$184 billion by 2024. The market size is expected to show a compound annual growth rate (CAGR 2024-2030) of 28.46%, resulting in a market volume of US$826.70 billion by 2030.

In recent years, Vietnam has continued to record remarkable progress, ranking 5th out of 10 countries in ASEAN and 59th out of 193 countries and territories in the world in the "Government AI Readiness Index 2023" according to Oxford Insights. Notably, this is the third consecutive year that Vietnam has surpassed the global average, affirming its strong development in the field of artificial intelligence.
This impressive result not only reflects the investment and efforts to develop AI in Vietnam, but also clearly demonstrates the trend of forming an artificial intelligence industry. Vietnam possesses many favorable conditions to promote AI, from government support policies, potential human resources, to readiness for international cooperation and attracting foreign investment.
Not stopping at potential, Vietnam has recorded substantial progress through large digital technology enterprises investing heavily in the AI field such as Viettel, VNPT, Mobifone, FPT, CMC, VinAI... Many enterprises have achieved outstanding applied research achievements and also contributed to building the foundation for a developing AI ecosystem, helping Vietnam get closer to the goal of becoming a regional technology center.
Artificial intelligence is one of the breakthrough digital technologies that has a great impact on many industries and fields. Besides bringing many benefits, artificial intelligence also poses challenges in terms of risks to people and society. The draft Law on Digital Technology Industry has devoted a chapter to regulating artificial intelligence to ensure the encouragement, development, application of artificial intelligence and measures to manage and minimize risks to ensure that this digital technology is exploited responsibly, promoting trust and ensuring safety for people.
The draft Law emphasizes that artificial intelligence serves human prosperity and happiness, is human-centered, and improves productivity and work efficiency; provides inclusive, fair and non-discriminatory access; respects ethical values, human rights and interests, and protects privacy; ensures transparency, explainability, accountability, and the ability to control algorithms and artificial intelligence models, etc.
The draft Law regulates risk management for artificial intelligence systems; responsibilities of parties involved in the development, provision, deployment and use of artificial intelligence systems; labels and processes and procedures for labeling digital technology products created by artificial intelligence systems.
In addition, the draft Law also stipulates a mechanism for controlled testing of digital technology products and services. This is a very important and breakthrough mechanism that creates a strong enough legal corridor to support the development of the digital technology industry in general and artificial intelligence in particular.
Driving force of digital economic development and technological breakthroughs
The Law on Digital Technology Industry creates a legal corridor to promote the development of the digital technology industry with a focus on Vietnamese digital technology enterprises, gradually shifting from assembly and processing to innovation, design, integration, production, and mastery of core technology in Vietnam.
According to information from the Ministry of Information and Communications, in 2024, the total revenue of the digital technology industry is estimated to reach 152 billion USD, an increase of 35.7% compared to 2019; Vietnam's value in the total revenue of the digital technology industry is 31.8%, up from 21.35% in 2019; The total number of employees is 1.67 million people, an increase of 67% compared to 2019; The whole industry has 54,500 operating enterprises.
In 2023, Vietnam will have 5 digital technology industrial products ranked among the top in the world: (1) 2nd in the world in exporting smart mobile phones; (2) 5th in the world in exporting computer components; (3) 6th in the world in exporting computer equipment; (4) 8th in the world in electronic components; (5) 7th in the world in software outsourcing.

The Law on Digital Technology Industry supports the strong development of the digital technology industry to become an economic sector that contributes greatly to the country's economy, creating the most favorable environment to nurture the development of digital technology enterprises, gradually shifting from assembly and processing to innovation, design, integration, production, and mastery of core technology in Vietnam; contributing to building a digital government, a driving force for the development of the digital economy and digital society.
