On August 20, continuing the 36th Session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the draft Supervision Plan and the Report Outlines of the Thematic Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
Reporting on the draft Monitoring Plan and the Report Outlines of the Monitoring Delegation, Chairman of the Committee for Culture and Education Nguyen Dac Vinh - Deputy Head of the Standing Delegation of the Monitoring Delegation said that the purpose of monitoring is to evaluate the institutionalization of the Party's policy on developing and using human resources, high-quality human resources to meet the requirements of socio-economic development. Assess the current status of human resources; achieved results, limitations, difficulties, obstacles; identify causes..., propose recommendations and solutions to continue to effectively implement the development and use of human resources.
The monitoring content will focus on 4 issues: Evaluation of leadership, direction and institutionalization of the Party's guidelines into policies and laws on the development and use of human resources, high-quality human resources to meet the requirements of socio-economic development. Evaluation of the current status of human resources, high-quality human resources. Evaluation of the results achieved, existing limitations, causes, lessons learned in the development and use of human resources, high-quality human resources. Proposing recommendations and solutions to continue to effectively implement the task of developing and using human resources, high-quality human resources to meet the requirements of socio-economic development in the coming time.
The scope of supervision focuses on the implementation of policies and laws on the development and use of human resources and high-quality human resources to meet the requirements of socio-economic development in the period from 2021 to December 31, 2024 nationwide.
Giving his opinion at the meeting, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee and the National Assembly are very interested in the issue of implementing legal policies on human resource development to meet the requirements of economic development serving the cause of industrialization and modernization of the country, especially high-quality human resources.
“I agree with the way the Supervisory Delegation raised the issue. We focus deeply on the issue of training and using human resources to discover the strengths and achievements in the field of training and using human resources in the recent past. At the same time, we see the limitations of this issue, from which we propose tasks and solutions to further promote the cause of education, training and using human resources to meet the requirements of economic development and to meet the requirements of serving the cause of industrialization and modernization of our country today,” the National Assembly Chairman emphasized.
Regarding the localities that come to supervise, the National Assembly Chairman said that the proposed plan is very reasonable when conducting direct supervision at the local level according to the criteria of representing regions, areas, being the nucleus, growth pole and human resource training center of the region, new development center, employing a lot of labor, difficult areas, and concentrating ethnic minorities.
Regarding the outline of the report on the monitoring results, the National Assembly Chairman suggested that there should be analysis and forecasts for the training needs and appropriate use of human resources. If the country wants to develop, it must pay attention to the cause of education and training and science and technology, ensuring that it is truly a top national policy. “Regarding the policies, guidelines, policies and laws of the State, whether or not there has been proper attention from sectors and levels, especially the leadership of local Party committees and authorities, this monitoring must clearly indicate and set out the needs for training and appropriate use of human resources. After training, there must be jobs, training in the right profession. Reality shows that there was a time when people followed the trend, they registered to study whatever was easy, but after studying, there were no jobs, there were more teachers than workers” - the National Assembly Chairman pointed out.
National Assembly Chairman Tran Thanh Man also requested that the Supervisory Delegation carefully study the scope of supervision, especially the documents of the Party and State that have been issued and implemented, which contents are being implemented, which contents have not been implemented and the reasons why, and the issues that public opinion, society and people are concerned about?
The National Assembly Chairman requested that the Supervisory Delegation provide complete data, have a relatively comprehensive "picture" of the current state of human resources, clearly assess the scale, quality, and structure of human resources in relation to Vietnam and other countries in the region and the world for consideration. "We supervise a lot, we go to the field a lot, but in the end the product is a recommendation, and when making a recommendation, which agency or sector must clearly state the implementation. Each member of the Supervisory Delegation must be truly responsible, have a product to contribute their opinions and proposals, especially their views on the supervision conclusions. The Standing Committee of the Nationalities Council and the National Assembly Committees must participate in evaluating the development and use of human resources in their respective fields...", the National Assembly Chairman noted.
Regarding the time, according to the draft, agencies must send reports and draft plans to provincial People's Committees before June 1, 2025; ministries and branches before January 15, 2025; the Government must report on January 20, 2025. National Assembly Chairman Tran Thanh Man suggested that this time should be carefully considered in a more reasonable direction. Regarding the time for local supervision, the National Assembly Chairman suggested that it is necessary to clearly define the time of implementation, avoiding the time for organizing monthly meetings of the National Assembly Standing Committee and the time for organizing National Assembly Sessions...
