The planning perspective of Thua Thien Hue province is to organize the development space in the direction of a centrally-governed urban model on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity, with cultural, heritage, ecological, landscape, environmentally friendly and smart characteristics; associated with the North-South corridors and the East-West economic corridor, the coastal urban economic corridor and promoting intra-regional and regional connectivity. Develop synchronous, modern and smart infrastructure, especially transport infrastructure, smart urban areas, irrigation and disaster prevention, and infrastructure of functional areas. At the same time, promote the potentials, comparative advantages, strategic location - the gateway of the East - West economic corridor with unique and rich culture and history, focusing on tangible and intangible cultural heritage recognized by UNESCO and diverse natural resources with Huong River - Ngu Mountain, Tam Giang - Cau Hai lagoon; rationally and effectively use resources, develop in harmony with natural landscapes, preserve upstream forest ecosystems, proactively prevent natural disasters, adapt to climate change. Promote the role and position as a central urban area; cultural, tourism; healthcare; science and technology; education and training center of the North Central region and Central Coast, at the national, Southeast Asian and international levels.
By 2030, the average economic growth rate (GRDP) will be 9 - 10%/year.
The general goal by 2025 is that Thua Thien Hue will become a centrally-governed city; by 2030, it will be a typical heritage urban area of Vietnam; one of the large, unique centers of Southeast Asia in terms of culture, tourism and specialized healthcare; one of the country's major centers of science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong marine economic center of the country; national defense and security are firmly ensured; the material and spiritual life of the people reaches a high level.
Thua Thien Hue sets specific goals and targets for the average economic growth rate (GRDP) by 2030 of 9 - 10%/year, of which: Agriculture, forestry and fishery increase by 3.5 - 4%/year; industry and construction by 10 - 11%/year; services by 11.5 - 12.5%/year.
Economic structure: Agriculture, forestry and fishery account for about 5 - 7%; construction industry accounts for about 33 - 35%; services account for about 54 - 56% and product taxes minus product subsidies 7 - 8%. Average GRDP per capita reaches 6,000 USD. Urbanization rate is about 70%. The average population growth rate is 1.38%/year; by 2030, the total population of the province will reach about 1,300,000 people; the average housing area per capita will be about 33 m2 of floor/person; the number of doctors per 10,000 people will be 19-20 doctors; the number of hospital beds per 10,000 people will be 120-121 beds; the unemployment rate will be under 2.1%; the poverty rate will be under 1%; the rate of people with insurance cards will be 100%; the rate of communes meeting new rural standards will be 100%.

Thua Thien Hue Provincial Planning has identified development breakthroughs including: Developing a heritage urban system combined with modern, smart urban areas on the basis of preserving and promoting heritage values; promoting the advantages of coastal urban areas associated with the position of 04 centers of the region and the whole country with large scale, high economic competitiveness, and adaptation to climate change.
Accelerate the development and completion of a synchronous and modern socio-economic infrastructure system; prioritize the development of information technology and telecommunications infrastructure, strategic transport infrastructure, seaports and seaport services, logistics infrastructure, infrastructure of industrial parks, economic zones, and urban infrastructure. Three urban centers
According to the recently approved planning, Thua Thien Hue has 3 urban centers:
The central urban area includes Hue city (divided into 2 districts: the district north of Huong River, the district south of Huong River), Huong Thuy district, Huong Tra town; in which the district north of Huong River, the district south of Huong River is the regional center, the heritage urban area, playing the role of the driving force for socio-economic development of the province, the center of political administration, culture, tourism, sports, health, education, science and technology; Huong Thuy district develops an airport urban area associated with Phu Bai international airport, industrial parks, and dynamic industrial clusters; Huong Tra town is a satellite urban area;
Northwestern urban areas: Phong Dien - Quang Dien - A Luoi towns, in which the central urban area is Phong Dien urban area associated with Dien Loc port, Phong Dien industrial park, developing industrial urban areas as the northern driving force of the province; is the northern gateway connecting with Quang Tri, Quang Binh provinces and countries in the Mekong sub-region;
Southeast Urban Area: Phu Vang District, Phu Loc District, Nam Dong District, in which Chan May area is developed to become a type III urban area - a smart, modern city associated with Chan May - Lang Co Economic Zone, creating a breakthrough development momentum for the region, the southern gateway connecting with Da Nang, the gateway to the sea of countries in the East - West economic corridor. There is a traffic infrastructure system of La Son - Tuy Loan highway; Chan May deep-water seaport to serve tourists and transport large-scale goods. Developing a coastal urban area associated with Tam Giang - Cau Hai lagoon.
Three economic corridors
The North-South economic corridor is connected to National Highway 1 as the main axis, the North-South expressway (Cam Lo - La Son - Tuy Loan), National Highway 49B and the coastal road are connected to the coastal economic corridor;
East-West Economic Corridor: connecting 3 Eastern Seaport Clusters (including Chan May, Thuan An, Phong Dien) with 2 pairs of Vietnam-Laos border gates in the West (including A Dot/Ta Vang and Hong Van/Co Tai) through national highways (49, 49D, 49E, 49F); connecting Ho Chi Minh road (connecting the provinces of the Central and Central Highlands dynamic regions) to connect Laos, Myanmar, Thailand. In particular, priority is given to investing in road 71 from Phong Dien port to Hong Van border gate via national highway 49F;
Urban economic corridor towards the sea and promoting regional connectivity with Quang Tri and Da Nang city: The main axis is the coastal road, developing provincial roads, modern traffic routes (trains, high-speed railways) towards coastal urban areas; connecting Hue city, Huong Thuy town, Huong Tra and coastal urban areas.
Three growth drivers
Thua Thien Hue identifies 3 growth driving centers. In which, the Complex of Hue Monuments and Heritage with a concentrated information technology park, a science park in the central urban area: Forming a large, unique cultural and tourism center of the region with destinations and high-class, distinct tourism products associated with culture - heritage; developing software production, information technology services, digital transformation and developing smart urban services, digital platforms, digital data, digital infrastructure in the concentrated information technology park, cultural industry development center, performing arts complexes, museum systems, activity centers, trade exhibitions, thematic EXPOs, international conference centers and global academics;
Chan May - Lang Co Economic Zone: Building Chan May Port into a container port, a tourist port, an international trade center, a world-class tourism and resort center; connecting with Lien Chieu Port, Da Nang and the national traffic connection system with roads to become a green logistics center of the region and the country; providing and using clean energy as the basis for forming Chan May urban area and functional areas in the Economic Zone;
Phong Dien Industrial Park: Developing industrial parks, forming a northern industrial urban area connecting with Quang Tri province. Building a center for textile and garment development, developing the fashion industry; processing industry, exploiting minerals, petrochemicals;... Factories in the industrial park are oriented to convert to using green and economical energy.
