Prime Minister requests immediate disbursement of resources to eliminate temporary and dilapidated houses

On November 18, Prime Minister Pham Minh Chinh signed and issued Official Dispatch 117 on continuing to promote the elimination of temporary and dilapidated houses nationwide.

The Prime Minister instructed the People's Committees of provinces and centrally run cities to establish and direct the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses in localities (provincial, district and communal levels) with the Party Secretary as Head of the Steering Committee; the Chairman of the People's Committee and the Chairman of the Vietnam Fatherland Front at the same level as the Standing Deputy Head of the Steering Committee; members of the Steering Committee are heads of relevant departments, branches and agencies; the Department of Labor, War Invalids and Social Affairs is the standing agency.

This work must be completed by November 2024.

" Urgently have a specific plan, focus on directing the implementation of the immediate disbursement of supported resources, mobilize to eliminate temporary and dilapidated houses in the area ," the dispatch clearly stated.

Localities are also required to proactively coordinate and work with investors who have committed to support implementation (according to the list of the Ministry of Labor, War Invalids and Social Affairs); ensure timeliness, efficiency, and proper purpose, avoid loss, waste, and negativity; and strictly handle violations.

The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Finance, and the Ethnic Committee to guide, inspect, and urge localities to perform assigned tasks.

In particular, the head of the Government paid special attention to developing plans to mobilize and use support resources, speeding up disbursement progress at the local level and promptly summarizing difficulties and obstacles from reality and making specific proposals and recommendations, reporting to the Central Steering Committee on the implementation of eliminating temporary and dilapidated houses nationwide (Central Steering Committee).

The Prime Minister requested the Ministry of Finance to submit to competent authorities before November 30 instructions on implementing the use of funds from the 5% savings source of regular state budget expenditure in 2024 to support the elimination of temporary and dilapidated houses (according to the resolution of the National Assembly); agree with the Ministry of Labor, War Invalids and Social Affairs to implement the allocation as soon as approved.

The Ministry of Finance also has the responsibility to guide enterprises in calculating deductible expenses when calculating corporate income tax for support for the removal of temporary and dilapidated houses according to the provisions of law, and to report to competent authorities on issues beyond their authority.

The Ministry of Construction shall urgently submit to the Prime Minister a Decision on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs; take the lead and coordinate with relevant ministries and agencies to effectively implement the Prime Minister's Decision.

The Prime Minister also assigned the Ministry of Construction to guide localities in researching and designing a number of typical housing models suitable to the cultural and climatic characteristics of each locality and region.

The Head of Government requested the Central Committee of the Vietnam Fatherland Front to guide the Fatherland Front at all levels to receive support for eliminating temporary and dilapidated houses through the Fund for the Poor; coordinate with the Ministry of Labor, War Invalids and Social Affairs to report to the Central Steering Committee to promptly allocate the supported funds.

At the same time, monitor the implementation of support policies to eliminate temporary and dilapidated houses for people with revolutionary contributions, poor and near-poor households.

The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh (Deputy Head of the Central Steering Committee) and Deputy Prime Minister Le Thanh Long to direct ministries, agencies, and localities to focus on implementing and resolving tasks related to the elimination of temporary and dilapidated houses nationwide.
