Da Nang must achieve double-digit growth
The direction was given by Prime Minister Pham Minh Chinh, Head of the Steering Committee for the implementation of Resolution No. 136/2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City, at the first meeting of the Steering Committee held on the morning of December 21, at the Government headquarters.
In his concluding remarks, the Prime Minister assessed that Da Nang has not yet developed as expected, and has not yet fully exploited its distinct potential, outstanding opportunities, and competitive advantages.

“Therefore, Da Nang must make more efforts, and ministries and localities must actively pay attention and support Da Nang more. If Da Nang makes a breakthrough, it will pull the entire Central and Central Highlands regions to develop,” he said.
In the coming time, the Prime Minister said that Vietnam will build a free trade nation, thereby contributing to renewing the three traditional growth drivers (investment, export, consumption) and promoting new growth drivers.
The Prime Minister stated that in implementing this orientation, Da Nang has an important role, "leading the way", conducting a pilot with a bold spirit, as long as it protects independence, sovereignty, unity and territorial integrity.
Along with that, Da Nang must achieve double-digit growth in the coming years.
“Ministries, sectors and Da Nang must have a breakthrough mindset to create resources for Da Nang, have a strategic vision to create motivation, aspiration and overcome the limits of Da Nang itself, have mechanisms and policies to mobilize all legal resources in all fields. We must think deeply and do big things; we must be resolute and decisive, not wasting time and opportunities,” the Prime Minister emphasized.
Develop a synchronous and seamless strategic infrastructure
Emphasizing a number of contents and tasks for Da Nang and ministries and branches, the Prime Minister requested that Da Nang's strategic infrastructure development must be synchronous, smooth, rapidly developed, green, convenient, modern and smart, especially to focus on effectively exploiting space, sea space and underground space.
Da Nang also needs to research mechanisms and policies that are truly open, modern, and suitable to world trends and the realities, conditions, and circumstances of Vietnam and Da Nang.

Further promote digital transformation in management, development and investment attraction, facilitate people and businesses, especially research and development of artificial intelligence based on data on society, health, education, economy, security, defense, resources, based on the cultural and historical traditions of Da Nang.
“Database is Da Nang's resource for developing artificial intelligence, cloud computing, and the Internet of Things,” the Prime Minister emphasized.
Da Nang needs to establish an innovation and creativity center; build a free trade center; build an international and regional financial center.
“These tasks must be done urgently, synchronously, and simultaneously; promoting digital infrastructure and digital-based management; doing them wherever is convenient, not necessarily in adjacent locations; learning from experience as we do them, gradually expanding, not being perfectionist or hasty,” the Prime Minister requested.
At the same time, Da Nang needs to implement sea reclamation on the basis of legal regulations, opening up new spaces for sea and land.
Do a good job of communication, create consensus among people, help people clearly understand the benefits achieved in implementing specific tasks, solutions, mechanisms and policies.
Also at the meeting, leaders of ministries and branches responded and the Prime Minister gave instructions on recommendations and proposals of Da Nang related to the Da Nang Free Trade Zone; investment project to build Lien Chieu Seaport; approval of the detailed planning of seaports, ports, wharves, buoys, water areas, and water regions for the 2021-2030 period; and adjustment of the Da Nang City Planning.
According to the report at the meeting, in 2024, Da Nang's socio-economic situation continued to develop positively with many bright spots in all fields.
Notably, the total social product in the area (GRDP) is estimated to increase by 7.51% compared to 2023; higher than the national average, ranking 2nd/5 cities, ranking 3rd in the Central key economic region and ranking 29th/63 nationwide.
Total state budget revenue in the area is estimated at VND 25,760.4 billion, exceeding 33.3% of the estimate assigned by the City People's Council and increasing by 20% compared to 2023. Total development investment capital in the area is estimated at VND 32.85 trillion, up 7.2%.
Social security is ensured; the multidimensional poverty rate has decreased to 0.62%, much lower than the national average (1.93%). National defense and security have been consolidated and enhanced.
However, due to the limited land fund of Da Nang, the formation of functional subdivisions in the Da Nang Free Trade Zone must be scattered in many different locations.
