Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 1436/CD-TTg dated December 29, 2023 on ensuring payment activities of the credit institution system to meet the needs of transactions, payments and legal payments of people and businesses in the last days of 2023 and the New Year and Lunar New Year holidays in 2024.

Accordingly, the Prime Minister requested the State Bank of Vietnam to direct the organization of the operation of the financial transaction clearing and switching system to ensure the payment system operates stably, safely, and smoothly 24/7, serving well the payment needs and cash withdrawal needs through the ATM system before and during the New Year and Lunar New Year of Giap Thin in 2024.
Well organize the provision of payment services of the National Interbank Payment System, regulate and supply cash, meet the cash needs of the economy in terms of both value and denomination structure; ensure security and safety of treasury.
In addition, closely coordinate with competent authorities to strengthen inspection, promptly detect and strictly handle violations in the purchase and sale of foreign currency, gold and currency exchange activities that are not in accordance with the law.
At the same time, strengthen cyber security monitoring and deploy technical measures and arrange necessary personnel to ensure the safe operation of payment systems and related systems.
The Prime Minister also assigned the State Bank to direct credit institutions and foreign bank branches to take measures to ensure liquidity and arrange personnel to provide stable, safe and smooth payment services before and during the New Year and Lunar New Year 2024.
Organize foreign exchange services well, increase foreign exchange activities to serve the needs of foreign tourists. And meet the credit capital needs to serve the production and business development of people and enterprises at the end of the year and the beginning of the year; direct credit to priority areas according to the Government's policy, especially growth drivers and resolutely fight against negativity in credit supply; continue to strictly and effectively control credit for areas with potential risks, group interests, cross-ownership, etc.
The dispatch also stated that the State Treasury will arrange staff to work, organize additional on-duty hours, and operate the information technology application system to serve disbursement and payment work according to regulations, ensuring smoothness, timeliness, and safety.
The Government Office monitors and urges according to assigned functions, tasks and authorities; reports to the Prime Minister on issues beyond its authority./.
