Focus on developing strategic infrastructure
Chairman of the People's Committee of Quang Nam province Le Van Dung said that in 2024, the province's socio-economic situation continued to recover and develop positively. The growth rate of gross regional domestic product (GRDP) in 2024 increased by 7.1%. Total social investment capital reached nearly 36 trillion VND. Total public investment capital in 2024 was more than 9 trillion VND. State budget revenue reached 27.6 trillion VND, up 10.1% over the same period.
Quang Nam has 29 more domestic investment projects; 10 new projects were granted and 25 FDI investment projects were adjusted; to date, the province has 1,157 domestic investment projects, with a total registered capital of more than 226.89 trillion VND and 201 valid FDI projects, with a total registered capital of 6.36 billion USD.
In 2024, the total import-export turnover will reach nearly 4.5 billion USD. The total number of visitors and tourists is estimated at more than 8 million, up 14% over the same period and exceeding the plan by 6%, of which international visitors are estimated at 5.5 million, up 20%; social income from tourism is estimated at more than 21.6 trillion VND.
The quality of cultural and social activities has been improved; social security policies and regimes have been fully and promptly implemented, especially for policy beneficiaries, the poor, and remote areas. By the end of 2024, the number of poor households will only account for 4.56% of the total number of households. The whole province has eliminated 6,535/10,945 dilapidated houses, achieving 60% of the task. Political security and social order and safety have been maintained, creating favorable conditions for economic development.
In particular, the province effectively implemented Resolution No. 18-NQ/TW on restructuring the apparatus and building a "lean, compact, strong" staff team, operating "efficiently, effectively, and effectively". Accordingly, after restructuring, there were 13/19 departments, a decrease of 31.6%. The number of focal points within the departments decreased by 21.8%, and public service units decreased by 18.5%. Quang Nam fully deployed its tasks, fully prepared, in detail, the conditions and steps to conduct party congresses at all levels, towards the 23rd Provincial Party Congress, towards the 14th National Party Congress.

Quang Nam also reported to the Prime Minister on the results of implementing the Prime Minister's conclusions at the meeting with the leaders of Quang Nam province in early 2022. At the same time, it requested the Prime Minister to allow, direct and coordinate ministries and branches to support the province and have mechanisms and policies to remove some obstacles. These include allocating resources to promote these important programs and projects, especially on preserving and promoting the values of the world heritage of Hoi An ancient town and My Son temple complex; investing in Chu Lai Airport, planning seaports and container logistics centers in Chu Lai, investing in upgrading National Highway 14D and some connecting routes in the province, adjusting the planning of Chu Lai Open Economic Zone, Da Nang University Urban Area, etc.
At the meeting, leaders of central ministries and branches discussed and gave opinions on the socio-economic development situation of the province; especially answering proposals and recommendations of Quang Nam to help the province develop quickly and sustainably in the coming time.
Ministries and sectors will closely coordinate with Quang Nam to effectively handle difficulties and promote growth momentum. Delegates suggested that the province continue to develop agriculture, tourism, mechanical industry, high technology, deep processing, logistics services, social security, etc., ensuring harmony, mutual support and promotion, without causing conflicts. In particular, the province focuses on investing in infrastructure development, especially airports, seaports, and connecting traffic routes to maximize the potential differences, outstanding opportunities, and competitive advantages; replicate the model, and have more projects such as THACO, Hoiana, etc.
Concluding the working session, the Prime Minister acknowledged and highly appreciated the socio-economic development results in 2024 and early 2025 of Quang Nam, especially economic growth, ensuring social security, infrastructure development, investment attraction, tourism and energy development; organizing people to celebrate Tet happily, healthily and safely, "every family has Tet, everyone has Tet", making an important contribution to the overall achievements of the whole country in all fields.
However, the Prime Minister expressed concern that Quang Nam has not yet fully exploited its distinct potential, outstanding opportunities, and competitive advantages, especially in socio-economic development. There are officials, civil servants, and public employees who have not yet devoted all their time, effort, enthusiasm, and wholeheartedness to Quang Nam. The province has all means of transportation, but they lack completion, connection, and communication; and a lack of high-quality human resources. The lives of a segment of the population, especially in mountainous, remote, and isolated areas; the investment and business environment has been slow to improve; and crime still poses a potential risk.

Highlighting lessons learned, Prime Minister Pham Minh Chinh emphasized that we must unite and be united; stick to the land and people, identify Quang Nam as the homeland of each person, be closely attached to it, and be determined to build Quang Nam into a rich and civilized one. At the same time, we must focus on directing and operating, solving tasks with focus, key points, being steadfast, persistent, far-sighted, thinking deeply, doing big things; taking people and businesses as the center, subject, driving force and resource in all development activities...
The Prime Minister requested the province to review its goals and tasks in the coming time and make efforts to complete the socio-economic development plan for the period 2021 - 2025; effectively implement the Resolutions of the Central and local governments as well as the identified plans and programs. The province needs to clearly recognize the distinct potential, outstanding opportunities, and competitive advantages of the province to exploit and develop, especially in industry, energy, trade, logistics, tourism, and services.
Requiring the province to achieve a growth target of 10% or more in 2025, the Prime Minister asked the province to rebuild plans, targets, solutions and assign tasks to departments, branches, localities and enterprises. At the same time, renew traditional growth drivers such as investment, export and consumption and promote new growth drivers such as digital transformation, green transformation, circular economy, knowledge economy, science and technology, innovation, especially in the semiconductor chip industry, big data, cultural industry, entertainment, etc.
Quang Nam must urgently complete the implementation of Resolution 18 on restructuring the apparatus, associated with improving the quality of civil servants and public employees; restructuring the economy towards services and industry, taking science and technology, innovation and Project 06 as the foundation. At the same time, implement 3 strategic breakthroughs in institutions, infrastructure (hard infrastructure, soft infrastructure, transport infrastructure, health infrastructure, education, social infrastructure), and human resource training.
The province needs to renew its thinking, have policies and mechanisms, and mobilize maximum resources for development; focus on eliminating temporary and dilapidated houses and strongly developing social housing; ensure social security, especially ensuring the material and spiritual life of people in remote, border and island areas.
Along with that, it is necessary to ensure security, order, social safety; protect the environment, green and sustainable development; attach importance to the work of building a clean and strong Party and political system, building and training a contingent of cadres, civil servants and public employees with sufficient qualities, capacity and prestige, equal to the tasks, associated with the good organization of Party congresses at all levels, towards the 14th National Party Congress.

The Prime Minister requested ministries and branches to support and closely coordinate with Quang Nam province to effectively carry out tasks, in the spirit of "not saying no, not saying difficult, not saying yes but not doing", not giving general answers to localities but having outputs for issues with the motto "clear people, clear work, clear responsibilities, clear time, clear results".
Considering that Quang Nam and its ministries and branches have not yet ensured progress in implementation according to the direction and tasks concluded by the Prime Minister at a meeting with the leaders of Quang Nam province in early 2022, Prime Minister Pham Minh Chinh agreed with the province's proposal to promote the projects. In particular, the Prime Minister assigned the Ministry of Culture, Sports and Tourism to complete the Project to preserve and promote the values of the world heritage of Hoi An ancient town and My Son temple complex in February 2025.
The Chairman of Quang Nam Provincial People's Committee completed in February 2025 the Project on socialization of investment and exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone, including the construction of Chu Lai Airport to meet 4F standards and the development of the airport ecosystem. The Ministry of Finance allocated from savings to invest in upgrading and renovating National Highway 14D; assigned the Ministry of Education and Training to coordinate in adjusting the Da Nang University Urban Area...
In the spirit of "what is said must be done, what is committed must be done, what is done must have specific results", with the joint efforts of ministries, branches and the will, aspiration and enthusiasm of the Party Committee, government and people, Quang Nam will overcome all challenges, seize all opportunities, actively promote endogenous strength, make a breakthrough in comprehensive and sustainable development, with achievements in 2025 higher than in 2024.
