Prime Minister Pham Minh Chinh holds talks with Russian Prime Minister

(NLDO)- On the afternoon of January 14, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired talks with Russian Prime Minister Mikhail Mishustin.

Attending the talks on the Vietnamese side were Deputy Prime Minister Bui Thanh Son, Deputy Prime Minister Tran Hong Ha, Minister, Head of the Government Office Tran Van Son, Ministers of Industry and Trade, Planning and Investment, Finance, Culture, Sports and Tourism, Information and Communications, Vietnamese Ambassador to Russia Dang Minh Khoi and many leaders of other ministries and branches.

On the Russian side, there were Deputy Prime Minister Aleksei Overchuk, Deputy Prime Minister Dmitry Chernyshenko, Ministers of Industry and Trade, Culture, Economic Development, Finance, Digital Development, Information and Communications and Mass Media, etc., Russian Ambassador to Vietnam Gennady Bezdetko, along with many senior officials and leaders of large Russian corporations.

Kick off the anniversary year

Prime Minister Pham Minh Chinh welcomed Prime Minister Mikhail Mishustin on his first official visit to Vietnam, kicking off the year celebrating the 75th anniversary of diplomatic relations between the two countries. He highly appreciated the significance of the visit and believed that it would create a strong driving force for consolidating and deepening the Vietnam-Russia Comprehensive Strategic Partnership in the coming time.

Prime Minister Mikhail Mishutin expressed his pleasure to visit Vietnam, emphasizing that the visit is an important occasion for the two governments to review the agreements reached between the two countries' senior leaders in recent times and to implement specific tasks to develop bilateral cooperation effectively and substantially in the coming time.

The two Prime Ministers informed each other about the political, economic and social situation of each country; reviewed the results achieved in bilateral cooperation and exchanged in-depth opinions on the current situation, prospects and agreed on directions to promote comprehensive cooperation between the two countries. The two sides also discussed international and regional issues of mutual concern.

The Russian Prime Minister expressed his impression of the socio-economic development achievements that Vietnam has achieved in recent times, which have significantly contributed to improving people's lives, the country's position and prestige in the region and the international arena; affirmed the importance of the Comprehensive Strategic Partnership between the two countries, emphasizing that Russia considers Vietnam a leading partner in Southeast Asia, and wishes to further enhance the effectiveness of mutually beneficial bilateral cooperation with Vietnam in all areas where both sides have potential and strengths.

The Vietnamese Prime Minister congratulated Russia on its achievements in socio-economic development; affirmed that Vietnam consistently implements its foreign policy of independence, self-reliance, diversification and multilateralization, always considering the traditional friendship and comprehensive strategic partnership with Russia as one of the top priorities; and wishes to work with Russia to promote security, cooperation and development in the region and the world.

The two sides agreed to continue to strengthen dialogue, consolidate political trust, promote contacts and exchanges of delegations at all levels and through all channels, creating a foundation for comprehensive development of bilateral cooperation, especially in the fields of economics - trade, investment, energy - oil and gas, education - training, culture, tourism, science - technology and local cooperation...

Trade needs breakthrough solutions

The two sides acknowledged that bilateral trade turnover has achieved positive growth in recent times, however, there is still much room for exploitation; agreed that there should be breakthrough solutions to increase the value of two-way trade, including effectively utilizing the Free Trade Agreement between Vietnam and the Eurasian Economic Union of which Russia is a member; continue to study and create conditions to open the door for each other's goods such as agricultural products, pharmaceuticals, etc.

The two Prime Ministers affirmed the important role of the Vietnam-Russia Intergovernmental Committee cooperation mechanism, acknowledged the positive contributions of the two countries' ministries and sectors, and requested the Committee and ministries and sectors to continue to propose measures to promote bilateral cooperation, and take the lead in implementing agreements, including the Minutes of the 25th Session of the Committee.

Construction of Nuclear Science and Technology Research Center

The two Prime Ministers affirmed the importance of cooperation in the field of science and technology; wished to continue cooperation in implementing the construction of the Nuclear Science and Technology Research Center in Vietnam. Prime Minister Mikhail Mishustin highly appreciated the results of scientific research cooperation in recent times, affirmed that Russia cooperates with many countries in developing nuclear power and is ready to participate in building Vietnam's nuclear power industry; proposed to promote cooperation in the fields of health, labor, and pharmaceutical chemistry.

The two sides emphasized the desire to deepen cooperation in the humanities, recognized the importance of cooperation in the field of education and training, increased teaching of Vietnamese in Russia and Russian in Vietnam, and promoted cooperation through the Vietnam - Russia Technical University Network; Russia continued to provide scholarships for human resource training for Vietnam in the fields of science, technology, arts, etc. The two sides welcomed the promotion of people-to-people exchanges and expanded cooperation between localities of the two countries to educate the young generations of the two countries about the traditional friendship; agreed to regularly organize cultural exchange activities, art performances, etc., especially in the year of the 75th anniversary of the establishment of diplomatic relations to enhance mutual understanding between the people of the two countries.

The two Prime Ministers discussed measures to enhance cooperation in the tourism sector. The resumption of regular direct flights and charter flights between the two countries has contributed to increasing the number of tourists between the two countries. The two sides also agreed to promote cooperation in transport connectivity, including maritime, railway and urban transport.

Regarding remaining issues, the two Prime Ministers assigned relevant ministries and branches of Vietnam and Russia to discuss, research and advise on solutions in the spirit of ensuring harmony of interests of all parties.

Propose Russia to support freedom of navigation and aviation in the East Sea

The two sides also discussed international and regional issues of mutual concern and cooperated at international forums; affirmed to continue to closely coordinate and support each other at multilateral forums. Prime Minister Pham Minh Chinh asked Russia to support the assurance of security, safety, freedom of navigation and aviation in the East Sea, and the settlement of disputes by peaceful means on the basis of international law and the United Nations Charter, especially the 1982 United Nations Convention on the Law of the Sea.

Prime Minister Pham Minh Chinh thanked the Russian leaders and Government for their affection and concern for the Vietnamese community in Russia and hoped to continue to create favorable conditions and ensure the safety of people and property for the Vietnamese community; affirmed that the Vietnamese Government always cares and will ensure convenience for Russian citizens living and studying in Vietnam.

The two Prime Ministers believe that the positive results of the visit will create more breakthroughs for the comprehensive development of Vietnam-Russia cooperation, for the benefit of the people of the two countries, and for peace and stability in the region and the world.

Signed many cooperation documents

After the talks, Prime Minister Pham Minh Chinh and Prime Minister Mikhail Mishustin signed a Joint Communique on the results of the Russian Prime Minister's official visit to Vietnam and witnessed the signing of a number of cooperation documents in the fields of science, information and communication, culture, etc.
