The Summit was attended by Leaders and representatives of 197 Parties to the Convention, including more than 140 Heads of State and Prime Ministers of countries, the United Nations Secretary-General, along with leaders of dozens of international organizations and major international financial institutions in the world, many multinational corporations, and non-governmental organizations.
Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to the Conference and attended the Opening Ceremony.
At the opening ceremony, UN Secretary-General António Guterres, President of the host country UAE Mohamed bin Zayed, King Charles of the UK, and President of Brazil Da Silva emphasized the urgency of responding to the climate crisis, expecting that the COP28 Conference will bring about more ambitious and drastic climate actions on the basis of strengthening international solidarity and cooperation.
The Leaders said that the COP28 Conference is the hope of the world, marking a transformational turning point, based on an overall assessment of the progress achieved since the Paris Agreement was adopted in 2015, and will set out a direction for action for the coming time.
In particular, climate actions need to aim at keeping the temperature increase to 1.5 degrees Celsius compared to pre-industrial levels; continuing to reduce emissions and adapt to climate change; equitable energy transition; increasing climate finance, especially doubling climate finance for the period after 2025.
The UN Secretary-General affirmed that the goal of keeping the temperature increase to 1.5 degrees Celsius can only be achieved if the world completely stops using fossil fuels, calling on countries to triple the proportion of renewable energy by 2030.

The President of the host country of COP28 announced the establishment of a $30 billion Global Climate Solutions Fund to close the climate finance gap and increase investment for climate action to $200 billion by 2030.
British King Charles emphasized ensuring socio-economic development in harmony with nature, saying that the international community needs to act immediately for the world economy and the survival of humanity.
The President of Brazil - the host country of COP30 in 2025, emphasized the potential of renewable energy, calling on countries to urgently cooperate fairly, towards an economy less dependent on fossil energy.
In an interview before Prime Minister Pham Minh Chinh's working trip, Deputy Foreign Minister Do Hung Viet said that at this conference, the Prime Minister is expected to announce a number of new initiatives and commitments of Vietnam to best respond to climate change with the international community in the coming time.
The COP28 conference, taking place from November 30 to December 12, with the participation of more than 70,000 delegates, is expected to make strategic decisions in the context of climate change's increasingly serious impacts on a global scale, surpassing all response scenarios, requiring countries to take urgent and drastic actions to achieve the goals set out in the Paris Agreement. In that context, the World Climate Action Summit, taking place over two days (December 1-2, 2023), is the most important multilateral event in 2023 on climate change, receiving special attention from the international community. |
