On February 10, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with businesses on tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era.
Boost GDP growth
The Association of Small and Medium Enterprises, along with 26 large corporations and enterprises of the state and private sector, attended the conference. In his opening speech, Prime Minister Pham Minh Chinh emphasized that we have entered the final year of the 13th National Congress of the Party. In 2024, the whole world continues to face many difficulties due to the impact of the prolonged Covid-19 pandemic, political fluctuations, and strategic competition affecting national development and business operations. Right from the beginning of 2025, the world has encountered difficulties and new complicated developments, so businesses need to always be prepared when difficulties arise.
The Prime Minister affirmed that the country's overall achievements have important contributions from businesses, especially large enterprises. Businesses have actively participated in preventing and fighting the Covid-19 pandemic, overcoming the consequences of the pandemic, and helping the country overcome current difficulties.
Emphasizing that in 2025, there is a new point in which the Government assigns growth targets to all localities, relevant ministries, state-owned enterprises, and sectors, the Prime Minister said that if growth continues to be "average", it will be impossible to achieve the two 100-year development goals (100 years of the Party's founding 1930-2030 and 100 years of the country's founding 1945-2045).
The Prime Minister said that the Central Government has issued Conclusion 123 requiring GDP growth of at least 8% in 2025 to create momentum, force, and enthusiasm for double-digit growth in the following years. To achieve this, the contribution of the business community, especially large enterprises, is needed.
To achieve the set goals, the Government has directed Ministers and Heads of ministerial-level agencies to continue reviewing and reporting monthly on institutional problems to the competent authorities for amendments such as: exemption of registration tax for automobile manufacturing enterprises, exemption of VAT for enterprises, exemption and reduction of land rent, water surface rent, taxes, fees, and charges; resolving issues related to planning, land, procedures, and licenses. This requires the contribution of businesses. Recently, new laws and regulations related to land and the environment have been issued with the contribution of the business community.
The Prime Minister raised the issue of what solutions are needed for the country to achieve double-digit growth. Localities, domestic and foreign enterprises, and FDI enterprises must synchronize growth, carefully analyze, and evaluate how to respond to the current situation when a bad scenario occurs.
The Prime Minister also said that the whole country is vigorously implementing a number of very large projects such as: the North-South high-speed railway, 3 standard-gauge railway lines connecting with China, nuclear power plants; focusing on developing breakthroughs in science and technology, innovation, digital transformation; promoting the exploitation of new development spaces such as underground space, sea space, and outer space; promoting GDP growth; removing institutional bottlenecks; streamlining the operating apparatus for efficiency, effectiveness, and efficiency.
From there, the Prime Minister suggested that in the above-mentioned major tasks of the country, businesses should register to do whatever they can and propose policies and mechanisms to do it, as long as they do not seek personal gain and prevent corruption and negativity.
The Prime Minister also mentioned that he had recently asked Truong Hai Group (THACO) to research, transfer technology, produce train cars and move towards producing locomotives for high-speed railways, Hoa Phat Group to make high-speed railway rails, and FPT Group to focus on training high-quality human resources and designing semiconductor chips.
The Prime Minister called on business leaders to use their practical experience and success, passion, enthusiasm and dedication to boldly contribute their opinions with sincerity and frankness, all for the development of the country, for the Fatherland, for the prosperity and happiness of the people.
Non-state economy needs to grow about 11%/year
At the conference, in order for businesses to further promote their role and mission, Minister of Planning and Investment Nguyen Chi Dung said that 2025 is of special importance to the country. With the perspective of breakthrough development, proactively deciding the future, using development to maintain stability, stability to promote development, our country has determined that the growth target for 2025 must reach 8% or more, creating a solid foundation for double-digit growth from 2026. To achieve double-digit growth, the non-state economic sector needs to increase by about 11% per year.
According to Minister of Planning and Investment Nguyen Chi Dung, in response to new development requirements, the business community in general and the private enterprise sector in particular need to further promote their role and mission in the country's socio-economic development.
In particular, it is necessary to have a high level of awareness of the particularly important role of enterprises in general, and private enterprises in particular, in socio-economic development. Identifying private economic development as one of the most important driving forces contributing to growth, increasing labor productivity and competitiveness of the economy.
Focus on perfecting institutions, identifying institutions as “breakthroughs of breakthroughs”, creating the most favorable business environment for enterprises. Prioritize reviewing and immediately removing difficulties and obstacles for real estate, BOT, BT, transportation, and renewable energy projects. In the immediate future, focus on projects in Ho Chi Minh City, Hanoi, Da Nang and some large localities to free up resources for enterprises and the economy in 2025.
Proactively and urgently build a legal corridor and incentive mechanisms for new fields, high-tech projects, and digital transformation. Support businesses to innovate, invest in research and development (R&D), laboratories, digital transformation, AI applications, robots, biotechnology, new materials, and new raw materials. Establish and effectively promote science and technology funds, venture capital funds, and innovation funds.
In addition, build mechanisms and policies to form and develop large-scale, ethnic enterprises to lead the domestic value chain and expand participation in the international market; promote the effectiveness of the Investment Support Fund.
Promote consumer demand stimulation and market expansion for businesses. Create conditions for domestic businesses to produce domestic products with strengths, capable of maintaining and gradually dominating the domestic market. Focus on implementing the campaign "Vietnamese people prioritize using Vietnamese products", activating sustainable consumption trends, consuming products with high domestic value.
