Prime Minister sets out 6 tasks to remove obstacles and promote strategic infrastructure development

The Prime Minister requested to clearly recognize that implementing strategic breakthroughs in infrastructure is a fundamental driving force, contributing to the cause of industrialization and modernization of the country, opening up new development space.

On the afternoon of October 3, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting between the Government Standing Committee and associations and construction enterprises to remove difficulties and obstacles and promote the implementation of key national projects.

At the meeting, representatives of associations and construction enterprises said that although the Government and the Prime Minister have been determined and closely involved in removing many difficulties and obstacles to promote the implementation of key projects, there are still shortcomings such as: difficulties in site clearance, especially related to the conversion of forest land use purposes; the supply of construction material mines; the system of construction norms; construction investment capital; construction unit prices; the application of new technologies in construction works; slow payment and settlement of projects, high construction insurance premiums, and a shortage of high-quality human resources, etc.

Mr. Dang Viet Dung, Chairman of the Vietnam Construction Association, said that the current construction norms system still has some limitations such as: lack of norms for some construction works using new technology, new materials, applying new construction methods; some norms are still inadequate, not covering all types of construction works and conditions of application.

Mr. Nguyen Van Truong, Director of Xuan Truong Construction Enterprise, reflected that due to the lack of coordination between ministries and branches and the "rigidity" in regulations, the enterprise's proposal to solidify dredged mud for use in land leveling, helping to replace currently scarce construction materials and minimize environmental impacts was not accepted.

Delegates proposed that the Government direct the completion of institutions on investment, contracts, and bidding; decentralize and delegate power more strongly; ministries, branches, and localities coordinate more closely and effectively; have a mechanism for designating contractors for a number of special projects and packages; increase the loan limit for construction enterprises; create conditions for domestic enterprises to cooperate with international enterprises to implement projects in order to take advantage of technology, experience, resources, and management so that domestic enterprises can continuously grow...

Mr. Ho Minh Hoang, Chairman of Deo Ca Group, proposed that the State support organizations for Vietnamese enterprises to learn from the experiences of large foreign enterprises in implementing large-scale projects; clearly define the functions and tasks of a number of ministries and branches related to specialized standards and norms, and BIM models to apply to transport projects, especially high-speed railway projects...

After representatives of ministries, branches and Deputy Prime Ministers answered and clarified issues raised by associations and enterprises; concluding the meeting, Prime Minister Pham Minh Chinh reiterated the purpose and significance of the meeting; affirmed that under the leadership of the Party and State; the direction, administration and close supervision of the Government and Prime Minister; the active participation of the entire political system, all levels and branches, especially localities and construction enterprises, currently key projects and important national projects are being actively implemented, many projects have been completed, gradually completed and continue to be actively implemented, creating a breakthrough in the construction and development of the country.

The Prime Minister also frankly pointed out that despite positive results, the system of legal documents related to project implementation and methods of organizing and implementing projects still have certain shortcomings; human resource training to serve development needs has not met requirements...

Stating the tasks of strategic infrastructure development identified by the 13th National Party Congress, Prime Minister Pham Minh Chinh pointed out 6 tasks to remove difficulties and obstacles and promote strategic infrastructure development.

The Prime Minister requested that it be clearly recognized that implementing strategic breakthroughs in infrastructure is a fundamental driving force, contributing to the cause of industrialization and modernization of the country, opening up new development space, creating new urban areas and services, reducing logistics costs, creating jobs and livelihoods for people, and developing businesses.

Therefore, there must be mechanisms and policies to mobilize all resources, diversify resources including: resources of the State, enterprises, people, direct and indirect investors, public-private partnership resources to... develop strategic infrastructure, with the spirit of "harmonizing the interests of the State, people, and enterprises"; focusing on effectively applying the achievements of the 4th industrial revolution, promoting the transfer of science and technology, promoting human resource training to meet the development requirements of the new period.

Emphasizing that institutions are also resources, the Prime Minister requested to continue perfecting institutions and laws, especially laws related to site clearance, raw materials, standards, processes, norms, bidding, etc., with the requirement that the laws must be more open, creating conditions for businesses to perform more effectively. Along with that, continue to promote decentralization and delegation of authority along with allocating enforcement resources, designing inspection and supervision tools; promote administrative procedure reform, reduce inconvenience for people and businesses, etc.

Proposing that businesses promote the spirit of self-reliance, self-improvement, and development by their own hands, minds, and internal strength, with the support of the State in terms of institutions, resources, and international cooperation to develop strongly, the Prime Minister affirmed that the Government, ministries, branches, localities, and businesses must always listen, understand, and share difficulties and challenges, promptly remove them to help businesses develop, contributing to the country's rapid and sustainable development.

Directing ministries, branches and localities to proactively handle key tasks within their scope, authority and responsibility, Prime Minister Pham Minh Chinh assigned the Ministry of Construction to do a good job of planning, developing criteria, standards and norms to ensure harmony of interests; at the same time, guide businesses and people in implementation.

The Ministry of Natural Resources and Environment listens, inspects, monitors, receives business opinions, promptly handles problems; coordinates with localities to handle issues related to material mines and conversion of land and forest use purposes. The Ministry of Planning and Investment performs State management of planning, continues to research, supplement, and perfect new mechanisms and policies suitable to the actual situation and mobilizes all social resources to develop strategic infrastructure.

The Ministry of Finance, together with proposing and implementing fiscal policies, studies policies on taxes, fees, charges, prices, and construction settlement to ensure convenience and efficiency. The State Bank, together with controlling inflation and ensuring macroeconomic stability, proposes policies on interest rates and credit provision, including studying credit packages for strategic infrastructure development.

Requesting the Ministries of Labor, War Invalids and Social Affairs, Construction, and Education and Training to study and organize training and improve vocational skills for workers to serve the new development period, the Prime Minister suggested that localities must mobilize the entire political system to promote the implementation of important national projects, especially in site clearance and conversion of land and forest land use purposes.

The Head of Government requested investors, in the spirit of "considering the work of contractors as their own work", to properly manage records, documents, and strict procedures; provide specific instructions to businesses on the work; and at the same time avoid negativity and corruption throughout the project implementation process.

For enterprises, contractors, designers, consultants, and supervisors, with the spirit of "harmonizing the interests between the State, people, and enterprises" and "putting the interests of the country first and foremost," complying with the law, implementing well the motto "what is said is done, the commitment must be implemented"; organizing construction works with the determination to "overcome the sun, overcome the rain," "eat and sleep quickly," "work during the day is not enough, take advantage of working at night," "work through holidays and Tet"; promoting dynamism, creativity, innovation, daring to think, daring to do, implementing works to ensure progress, quality, technique, safety, and environmental sanitation.

Directing associations to grasp the thoughts and aspirations of businesses, gather and reflect to competent authorities, the Prime Minister requested ministries and branches to base on their functions and tasks to assign "clear people, clear work, clear tasks, clear time, clear products" to handle, with the spirit of "what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority, then continue to implement and legalize; what is not yet regulated or in practice exceeds regulations, then boldly pilot, while doing, learn from experience, gradually expand, not be perfectionist and not hasty."

With the viewpoint that "resources originate from thinking, motivation originates from innovation, strength originates from the people," "rise from our own hands, minds, sky, and seaports" to "turn nothing into something, turn difficult into easy, turn impossible into possible," the Prime Minister hopes and believes that the subjects participating in key and important national projects and works "have done well, done better; are determined, more determined; have made efforts, more efforts; are resolute, more resolute," continue to develop strongly, increasingly affirm their important role and contribution to the cause of building and defending the Fatherland, contributing to enhancing Vietnam's position and prestige in the international arena./.
