Prime Minister appointed Head of National Steering Committee for Semiconductor Industry Development

According to the decision to establish the National Steering Committee for the Development of the Semiconductor Industry recently issued by the Prime Minister, the Steering Committee is an inter-sectoral coordination organization, with the function of assisting the Government and the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks related to promoting the development of the semiconductor industry in Vietnam.

In addition to the Chairman, Prime Minister Pham Minh Chinh, the National Steering Committee for Semiconductor Industry Development also has two Deputy Chairmen, Minister of Planning and Investment Nguyen Chi Dung and Minister of Information and Communications Nguyen Manh Hung. Of which, Minister of Planning and Investment Nguyen Chi Dung is the Standing Deputy Head of this Steering Committee.

Members of the Steering Committee include the Minister, Head of the Government Office and Ministers of the Ministries of Foreign Affairs, Education and Training, Science and Technology, Industry and Trade, Finance, Justice, Natural Resources and Environment, and Transport.

The National Steering Committee for Semiconductor Industry Development is responsible for researching, consulting, recommending, and proposing directions and solutions to promote the development of the semiconductor industry in Vietnam; directing and coordinating between ministries, ministerial-level agencies, government agencies, and relevant agencies and organizations to promote the development of the semiconductor industry in Vietnam.

The Steering Committee operates on a part-time basis, promoting personal responsibility and exercising its powers and responsibilities according to the Regulations on the organization and operation of the Committee. The Ministry of Planning and Investment is the standing body of the Steering Committee, using the existing apparatus to organize the implementation of tasks assigned by the Steering Committee.

Previously, concluding the conference on April 24 on human resource development for the semiconductor industry, Prime Minister Pham Minh Chinh emphasized: Developing the semiconductor industry is an objective requirement, a strategic choice, a priority in the development of science and high technology; it will promote the development of other supporting industries.

The Government has assigned the Ministry of Planning and Investment to preside over the research and development of the “Project on human resource development for the semiconductor industry to 2030”; and assigned the Ministry of Information and Communications to develop the “Strategy for the development of Vietnam’s semiconductor industry to 2030”. The Prime Minister has issued the “Strategy for the development of science, technology and innovation to 2030”, which identifies the semiconductor industry as a high-tech, priority industry.

Also in the conclusion of the conference on April 24, Prime Minister Pham Minh Chinh pointed out that the development of the semiconductor industry must focus on five pillars: Infrastructure development; building and perfecting institutions, mechanisms and policies; human resource training; resource mobilization; and building an ecosystem for the development of the semiconductor industry.

Vietnam has had a long preparation process and is promoting cooperation in human resource training with many countries, including the IT sector. Vietnam has signed a memorandum of understanding with the United States on developing the semiconductor industry ecosystem, emphasizing cooperation in developing human resources for the industry. Leading semiconductor corporations such as NVIDIA, Samsung, and Synopsys have also paid attention, oriented research, investment, development, and aimed to build a semiconductor production "base" in Vietnam.

In addition, many domestic IT enterprises such as Viettel, VNPT, FPT, CMC... are orienting to develop in the semiconductor field. Localities such as Ho Chi Minh City, Hanoi, Da Nang, Bac Giang, Hai Phong, Quang Ninh... have all shown their determination to attract, create conditions and devote many resources to developing semiconductor human resources as well as building an ecosystem for the semiconductor industry.

Human resources are the 'core' to build Vietnam's semiconductor industry. Emphasizing that human resources are the core to build the semiconductor industry, Minister of Information and Communications Nguyen Manh Hung said that there must be a national agreement to provide human resources to ensure the success of the human resources project.
