Prime Minister: "Global climate system is nearing the red line"

(Dan Tri) - A series of risks from climate change were shared by the head of the Vietnamese Government at the World Climate Action Summit held in Dubai. He called on the world to join hands in taking action.
"The global climate system is approaching the red line. In the hottest year in recent history, ice is melting faster than ever. Rising sea levels, droughts, floods, landslides, and forest fires are becoming more devastating. Many territories and communities are at risk of being flooded and submerged," Prime Minister Pham Minh Chinh opened his speech at the World Climate Action Summit on the morning of December 2 local time. After 14 years of not reaching the commitment of 100 billion USD to combat climate change each year, the Head of the Vietnamese Government also pointed out the fact that food security and energy security are threatened, and development achievements are at risk of being pushed back. In addition, the problem of population aging and resource depletion are resonant issues that increase difficulties and challenges for the world. Meanwhile, the gap between commitments and climate action is still far. Competition, division, separation, war, conflict, and disease further divert resources for climate change.

"After 14 years, we have yet to reach the commitment of 100 billion USD per year for climate change actions. Therefore, doing what has been said and committed to is the key to strengthening trust between countries and breaking the deadlock in climate change negotiations," said Prime Minister Pham Minh Chinh. The impacts of climate change and pandemics in recent years, according to the Prime Minister, have further demonstrated that this is an issue with global impact and influence, an issue of the entire people. "We must have a new awareness, mindset, methodology, approach, be more proactive, positive, practical, effective and take unified action globally," said the Prime Minister. He emphasized that each country must be responsible for effective management and implementation, maximizing endogenous strength combined with the strength of international solidarity; taking people and global common interests as the center and subject, not leaving any country or people behind. Diversifying resource mobilization, combining public and private, domestic and foreign, bilateral and multilateral and other legitimate resources, especially private resources, is also an important orientation shared by the head of the Vietnamese Government in his speech. Vietnam's drastic move According to Prime Minister Pham Minh Chinh, developed countries must further increase support for developing and underdeveloped countries, especially preferential capital, advanced technology transfer, training of high-quality human resources, smart governance and perfecting modern market institutions, suitable and effective for each country. On the contrary, developing and underdeveloped countries must make more efforts not to be passive, not to wait, not to rely on others, but to improve their capacity, be self-reliant, self-reliant, and self-develop with the spirit that no one can do better for themselves than themselves.

"That means ensuring national energy autonomy and security, access to clean energy at reasonable and effective costs for all businesses, people and each country," he said. On the Vietnamese side, since COP26 in Glasgow, the Prime Minister said that the world situation has had many fluctuations, with more difficulties and challenges than opportunities and advantages, but Vietnam, with its responsibility to the world and all people, has carried out many comprehensive and important tasks. First, Vietnam has developed a plan and organized the implementation of the Climate Change Strategy; Green Growth Strategy; Power Plan VIII towards renewable energy as the mainstay; Developing renewable energy industry and building a renewable energy ecosystem (such as human resources, resources, planning, facilities, etc.). Second, Vietnam has implemented its Nationally Determined Contribution (NDC); Established the Secretariat; Announce the Implementation Plan and the Resource Mobilization Plan to implement JETP; Issue and implement the Plan to develop 1 million hectares of high-quality, low-emission rice. Third, in institutional development, the Prime Minister emphasized the development of the Petroleum Law, the completion of the Land Law, and the Electricity Law in the direction of supporting the creation of renewable energy development. Vietnam is also developing and completing the Direct Electricity Purchase and Sale Decree, handling renewable energy projects and outstanding issues and obstacles for people and businesses in the energy transition process. "Time does not wait. Difficulties and challenges are increasing, becoming more complex and unpredictable. Therefore, we have united, we must unite even more, we have made efforts, we must make even more efforts, we have acted, we must act more resolutely and effectively, we have tried, we must try even harder," the Prime Minister shared his orientation.
