The Government will soon issue a Directive on science and technology development, innovation, digital transformation and high-quality human resource training. This information was just shared by the head of the Government at the Conference on science and technology development, innovation and high-quality human resources to promote economic growth.
Accordingly, Prime Minister Pham Minh Chinh assigned the Ministry of Planning and Investment and the Government Office to preside over and coordinate with relevant ministries and agencies to collect opinions, review, finalize and soon submit to the Prime Minister for promulgation of the Directive.
The Head of Government emphasized that developing science and technology, innovation, digital transformation and training high-quality human resources are objective requirements, strategic choices, and top priorities for national development, with people and businesses as the center and subject.
This has three important meanings, contributing to restructuring the economy in a fast and sustainable direction, improving the total labor productivity of the whole society and enhancing the competitiveness and integration of the national economy.
Resolution 57 of the Politburo and the Government's Action Program have clearly defined specific groups of tasks. However, at the Conference on Science and Technology Development, Innovation and High-Quality Human Resources, the Prime Minister emphasized 9 additional groups of tasks and key solutions:
Firstly, raise awareness throughout society about the position, role and importance of science and technology, innovation, digital transformation and training of high-quality human resources for high and sustainable growth. This must permeate the thinking, words and actions of every level, every sector and every Vietnamese citizen.
Second, review at all levels, sectors, institutes, schools, and enterprises the bottlenecks and obstacles in terms of institutions, mechanisms, and policies to continue to improve, amend, and supplement in a timely and effective manner, especially from the actual operations of the units. This work must be done in the first and second quarters of 2025.
Third, it is necessary to promote infrastructure development, including digital infrastructure, IT infrastructure, transport infrastructure, infrastructure for the fourth industrial revolution, energy infrastructure, healthcare infrastructure, education, society, sports, cultural infrastructure, cultural industry, and entertainment; build innovation centers; infrastructure development must be inclusive and comprehensive in all fields across the country.
Fourth, we must diversify resources. If we want to develop any field or industry, we must have policies and mechanisms to mobilize resources to prioritize the development of that industry.
Fifth, innovate and diversify training forms, from high school to university, postgraduate, supplementary training, specialist and technical training, domestic and foreign training, hiring experts, cooperation, building specific mechanisms for training, attracting training...
Sixth, governance must be smart, optimize management, eliminate the “ask for and give” mechanism, cumbersome procedures, increase decentralization, decentralization along with resource allocation, improve enforcement capacity, strengthen supervision, inspection, increase post-inspection, reduce pre-inspection. Management is evaluated based on overall efficiency, not local efficiency. Development goes hand in hand with ensuring the environment and social security, leaving no one behind.
Seventh, promote international cooperation and integration, especially the transfer of advanced source and core technologies to "turn the situation around and change the state", especially in priority areas.
Eighth, ministries, branches, localities, levels, institutes, schools, and scientists need to cooperate closely and effectively, putting the interests of the nation, people, and country above all, first and foremost, in the spirit of "harmonious interests, shared risks", healthy competition, and effective cooperation.
Assign "clearly to people, clear to work, clear to responsibility, clear to time, clear to product"; once discussed, it must be communicated, once said, it must be done, once committed, it must be done; once done, it must have a product, effective, specific, measurable. Whoever does well must be rewarded and encouraged, whoever does not do well must stand aside.
Ninth, develop a global Vietnamese innovation ecosystem to attract brainpower, technology, and human resources from around the world in all fields.
