Placing an order with Ho Chi Minh City National University, Prime Minister Pham Minh Chinh noted that universities need to focus on attracting, employing and developing a team of excellent young scientists and leading scientists.
On the afternoon of November 16, Prime Minister Pham Minh Chinh attended the 2023 Opening Ceremony and worked with leaders of Ho Chi Minh City National University. Also attending were Minister of Education and Training Nguyen Kim Son; Minister of Science and Technology Huynh Thanh Dat, representatives of central ministries and departments, leaders of Ho Chi Minh City, Binh Duong and leaders of member universities of Ho Chi Minh City National University.
Prime Minister Pham Minh Chinh shared with officials, lecturers and students about higher education and its role in creating a driving force for rapid and sustainable growth for the country in the new period.
The Prime Minister emphasized that human resources, especially high-quality human resources, play a decisive role in the development of each country.
Education and training in general, and higher education in particular, play an important role in promoting development, contributing to improving people's knowledge, especially providing highly qualified human resources to meet the requirements of socio-economic development. Along with digital transformation and the fourth industrial revolution, higher education is changing and developing diversely.

According to the Prime Minister, the trend of global cooperation and transnational learning with access to higher education is expanding. Cooperation between universities around the world is being promoted, creating a multicultural learning environment and providing more opportunities for students to participate in learning and research in different environments.
For Vietnam, the Prime Minister stated that education and training is the top national policy. Many countries and international organizations have recognized and highly appreciated Vietnam's efforts in investing in and improving the quality of higher education.
Vietnam's higher education is promoting international cooperation, creating more and more opportunities for students and lecturers to access international knowledge and experience; at the same time, enhancing scientific and technological research and innovation.
Prime Minister Pham Minh Chinh said that Ho Chi Minh City National University has become a center for undergraduate and postgraduate training, scientific research and technology transfer, gradually standardizing and integrating with the region and the world...
“We consider people as the center, the subject, the goal, the resource, and the important driving force of development. All policies originate from people and serve people,” said the Prime Minister.

The Prime Minister emphasized that to create new growth momentum, it is necessary to encourage creative and innovative thinking, create an environment that promotes testing of new ideas, exploring different approaches and encouraging creativity.
On the other hand, according to the Prime Minister, it is necessary to focus on exploiting 4.0 technology, using technology to create new products and services, improve work processes and create innovative business models as a way to create new growth momentum, towards a green economy and sustainable development.
The Prime Minister said that Vietnam is striving to train 50,000-100,000 high-quality human resources for the semiconductor chip manufacturing industry in the period from 2025 to 2030.
The Prime Minister suggested that higher education institutions, including Ho Chi Minh City National University, must promote their role in finding talent and promoting sustainable economic development.
The Prime Minister requested that Ho Chi Minh City National University should soon complete the project so that by 2030, it will be among the top 100 universities in Asia, making an important contribution to creating a new, fast and sustainable growth engine for the Southeast region in particular and the country in general.

He noted that Ho Chi Minh City National University must promote the selection and training of excellent students, students, and talented program students in basic science fields, promote basic science research; focus on attracting, employing, and developing a team of excellent young scientists and leading scientists.
This university needs to focus on building and implementing training, research and innovation programs in the fields of Semiconductor Technology, Biotechnology, Digital Transformation and Artificial Intelligence to be among the top in Asia; Developing a National Innovation Center, connecting with the Asian Region and Area; Developing sustainable financial resources and building a green, modern and unique Ho Chi Minh City National University Urban Area.
For students, the Prime Minister expects: “You are the future masters of the country. During his lifetime, President Ho Chi Minh once affirmed: “Young people are the future masters of the country… whether the country is prosperous or declining, weak or strong depends largely on the youth”. With aspirations and enthusiasm for contribution, you need to strongly promote the pioneering tradition in studying, scientific research and innovation, contributing to realizing the aspiration of building a prosperous and happy country”.
According to the Prime Minister, youth must be committed, experienced and devoted, so students need to actively participate in social and volunteer activities; participate in projects and programs related to community development.
The Prime Minister believes that the passions, dreams, ambitions and aspirations of young people will continue to be nurtured, take flight and become reality, contributing to building an increasingly powerful Vietnam.
