Collected more than 4,100 billion VND in donations from relics of 63 provinces and cities

The Ministry of Finance has just reported the results of the overall inspection of the management of donations and sponsorships at historical and cultural relics nationwide in 2023 to Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Minh Khai.

The inspection contents include the reception, management and use of donations and sponsorships for relics and festival activities; reviewing the opening of accounts, opening of books to record the receipt and disbursement of donations and sponsorships, the content of the use of donations and sponsorships, and monitoring the reception, counting and use of donations and sponsorships at relics.

Collect 4,100 billion VND in donations in 2023

According to local reports, the country currently has 31,211 historical and cultural relics (including 31,581 component relics), of which: 206 are special national relics, 3,875 are national relics, 10,963 are provincial relics and 16,167 relics are included in the local relic inventory.

Of the total 31,581 component relics, 15,324 relics (49%) have data on revenue and expenditure of donations and sponsorships, of which: Religious relics have a total of 5,683 relics, of which 3,912 relics (69%) have data on revenue and expenditure of donations and sponsorships, the remaining relics have not reported. Other relics have a total of 25,898 relics, of which 11,412 relics (44%) have data on revenue and expenditures.

The remaining are mainly private relics, unreported family churches and special relics without donations or sponsorship, including: relics that are locations marking events, historical landmarks, old streets, old houses, writings, archaeological sites, and caves. The relics in Dak Nong province do not have any donations or sponsorships.

About 31%, equivalent to 1,771 relic sites, did not report on the collection and expenditure of donation money.

The total actual revenue in 2023 is 4,100 billion VND (excluding donations, in-kind sponsorship, construction works; donations, sponsorship for religious activities of religious organizations).

Of which, the revenue from religious relics reached 3,062 billion VND (accounting for 75%). There were 63 relics with revenue of over 5 billion VND, of which 28 relics had revenue of over 10 billion VND, the highest being 7 relics with revenue of over 25 billion VND, including: Ba Chua Xu Temple in Chau Doc, An Giang 220 billion VND; Bao Ha Temple in Bao Yen, Lao Cai 71 billion VND; Con Dao Prison Historical Relic Site in Ba Ria-Vung Tau 34 billion VND; Song Son Temple in Bim Son, Thanh Hoa 28 billion VND; Hung Temple in Phu Tho 26 billion VND and the following 2 relics in Hanoi: La Khe Communal House in Ha Dong 28 billion VND and Ngu Nhac Temple (Huong Pagoda) in My Duc 33 billion VND.

Revenue from religious relics was 1,038 billion VND (accounting for 25%). There were 15 relics that collected over 5 billion VND, of which only 4 relics collected over 10 billion VND, including: Tranh Pagoda in Ninh Giang district, Hai Duong province 10.2 billion VND; Tam Xa Pagoda in Dong Anh, Hanoi over 10 billion VND; Ong Pagoda in Bien Hoa, Dong Nai 14.2 billion VND; Hoa Hao Buddhist Representative Board in Ca Mau province 14.4 billion VND.

7 provinces and cities have donation revenue of over 200 billion VND

According to the report, there are 7 provinces and cities with revenue of over 200 billion VND, including: Hanoi 672 billion VND, Hai Duong 278 billion VND, An Giang 277 billion VND, Bac Ninh 269 billion VND, Hung Yen 242 billion VND, Nam Dinh 215 billion VND.

Quang Ninh province was assigned to pilot the inspection, the revenue in the first 4 months of 2023 was over 67 billion VND (including revenue at Ba Vang Pagoda and some relics), estimated revenue for the whole year is over 200 billion VND.

There are 9 provinces and cities with revenue from over 100 billion VND to under 200 billion VND, including: Hai Phong 183 billion VND, Thai Binh 169 billion VND, Vinh Phuc 127 billion VND, Bac Giang 122 billion VND, Phu Tho 119 billion VND, Lao Cai 116 billion VND, Nghe An 115 billion VND, Ninh Binh 110 billion VND, Thanh Hoa 105 billion VND.

The total amount of actual donations nationwide in 2023 is 4,100 billion VND.

Total expenditure in 2023 is 3,612 billion VND (some localities have higher expenditure than revenue due to using the balance carried over from 2022). Of which, management expenditure is 445 billion VND (12%); festival expenditure is 692 billion VND (19%); expenditure on restoration and embellishment of relics is 1,643 billion VND (46%); expenditure on propaganda, ensuring security and order, fire prevention and fighting, environmental protection, renovation, upgrading, and construction of new auxiliary works at relics is 542 billion VND (15%).

Charity and humanitarian activities cost 290 billion VND (8%), including: Support for students in difficult circumstances 47 billion VND; support for people affected by natural disasters and fires 8 billion VND; support for building houses for poor households 27 billion VND; support for building rural roads 43 billion VND; other support 165 billion VND.

Through the first year of conducting a comprehensive inspection of the management of donations and sponsorships at historical and cultural relics nationwide, the Ministry of Finance has noticed a number of limitations.

Specifically, most local reports say that the reported data on revenue and expenditure of donations and sponsorships from relics, including special national relics, only reflects a partial and incomplete picture.

At the relics that are religious establishments, there are basically activities of collecting and spending money on donations and sponsorships, but about 31%, equivalent to 1,771 relic establishments, did not report; among these, many communally owned pagodas were included in the inventory list by the provincial People's Committee to serve the work of preserving, embellishing and promoting the value of the relics but did not report, with the reason being that the locality put the pagoda on the inventory list of relics without the opinion of the pagoda .
