The Civil Aviation Authority of Vietnam (CAAV) is responsible for presiding over and coordinating with relevant agencies to manage and implement planning in accordance with current regulations; reviewing and completing planning documents and drawings to ensure compliance with approved planning content and appraisal opinions of the Department of Planning and Investment.

During the implementation of the planning, the Civil Aviation Authority of Vietnam and related units continue to review the planning of the works to propose adjustments and supplements to suit the needs of exploitation and development investment; update the adjusted content during the planning process for the period 2021-2030, with a vision to 2050. Report to the Ministry of Transport for consideration of contents beyond its authority (if any).

Speaking to Tien Phong reporters , many experts said that the growth rate of passenger transport through Dong Hoi airport in recent years has been higher than the average of the Vietnamese airport system. The proof is that Dong Hoi airport's passenger terminal currently has a designed capacity of about 500,000 passengers/year. However, in 2022, this airport will receive and serve about 718,000 passengers; in 2023, the number of passengers through the port will reach over 750,000 passengers.

Experts say that the passenger terminal of Dong Hoi airport is operating beyond its designed capacity, affecting service quality and security conditions during operation.

To solve the problem, on September 14, 2023, the People's Committee of Quang Binh province issued Decision No. 2571 on approving the investment policy and at the same time approving the investor for Vietnam Airports Corporation (ACV) to implement the project "Construction of passenger terminal T2 and expansion of aircraft parking lot - Dong Hoi Airport".

The project includes 2 component projects deployed on an area of over 15 hectares, with a total investment of VND 1,844 billion (100% capital of ACV). The project is expected to be completed and put into operation in the first quarter of 2026, increasing the capacity of Dong Hoi airport to 3 million passengers/year.
